22 <br />2 Sportsplex — includes funding in Year 1 (FY 2014 -15) for a Mezzanine addition at the <br />3 pool area to include dedicated member change areas and lockers, workout rooms, and a <br />4 senior /adult cardio strength center. Year 2 (FY 2015 -16) includes funding of $1,900,000 for a <br />5 new building addition that would house an indoor turfed field for soccer, lacrosse, senior <br />6 walking, running, Kidsplex functions, and youth /adult flag football leagues. A second new <br />7 building addition includes funding of $900,000 also in Year 2 for a second new building addition <br />8 that would house a regulation sized high school /college basketball court, including bleacher <br />9 seating, for youth and adult basketball leagues, court based fitness programs, volleyball, and <br />10 Kidsplex activities. Projected revenue from these new projects would generate enough funds to <br />11 cover the additional annual debt service needed for these projects. <br />12 Paul Laughton said phase two of an indoor field have been combined in year 2 with <br />13 phase three to include an indoor court. <br />14 Commissioner Gordon asked what the amount was last year for these two phases. <br />15 Paul Laughton said it would have been $1.9 million for the indoor turf, and then <br />16 $900,000 for the court one year later. He said this will be one large building, and there will be a <br />17 division between the court and the indoor turf. <br />18 Commissioner Gordon said there was past discussion that the debt capacity could be <br />19 paid off with the proceeds if this is moved up. <br />20 Paul Laughton said the growth potential in membership and revenue stream outlined in <br />21 the documents supports the business case of paying for the debt. <br />22 Commissioner Gordon noted that the County paid for the original building, and she <br />23 asked how much is being paid for debt. <br />24 Clarence Grier said the County is paying $302,000 per year, and there are 12 years left <br />25 on the debt. <br />26 Commissioner Gordon asked how this factors into the budget. <br />27 Clarence Grier said this is in the Sportsplex budget in the debt service. He said it is not <br />28 shown in this outline, but it could be included <br />29 Commissioner Gordon said it would be helpful to see this. She asked what page this is <br />30 on right now. <br />31 Clarence Grier said this is on page 84, but the debt service for the building purchase <br />32 would have to be added. <br />33 Commissioner Gordon said this should be included as part of the reason for moving <br />34 forward with this. She questioned whether this $302,000 would be paid for by the revenue <br />35 streams. <br />36 Clarence Grier said it should. He said the current revenue streams have been paying <br />37 for it every year. <br />38 Commissioner Gordon said this should be shown to give the big picture. <br />39 John Stockton said the Sportsplex has generated $487,000 in net income as of the end <br />40 of March. He said this will be the first year that the Sportsplex will go above $500,000 in <br />41 contributions to the fund balance. He said they are $200,000 ahead of budget year to date. He <br />42 said there are close to 5,000 members and 85 percent of these are residents and County <br />43 employees. He said the fitness mezzanine in the pool area is going to handle the fact that <br />44 there are a lot of lines in peak hours. He said the addition of turf and court is to handle the <br />45 focus on obesity issues in two key populations — children and people over the age of 60. He <br />46 said their programs are designed to tackle this obesity problem, and this is a core mission of <br />47 the Sportsplex. <br />48 Chair Jacobs said the Board appreciates the good job he and his staff were doing <br />49 John Stockton said this facility is really multi - generational and the addition of these new <br />50 areas will make it one of the more spectacular facilities in the southeast. <br />
