Attachment 1 <br />2 <br />3 DRAFT MINUTES <br />4 BOARD OF COMMISSIONERS <br />5 WORK SESSION <br />6 April 10, 2014 <br />7 7:00 p.m. <br />8 <br />9 The Orange County Board of Commissioners met for a Budget Work Session on <br />10 Thursday, April 10, 2014 at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, <br />11 N.C. <br />12 COUNTY COMMISSIONERS PRESENT: Chair Jacobs and Commissioners Mark Dorosin, <br />13 Alice M. Gordon, Earl McKee, Bernadette Pelissier and Renee Price <br />14 COUNTY COMMISSIONERS ABSENT: Penny Rich <br />15 COUNTY ATTORNEYS PRESENT: John Roberts <br />16 COUNTY STAFF PRESENT: Interim County Manager Michael Talbert, Assistant County <br />17 Managers Clarence Grier and Cheryl Young and Deputy Clerk to the Board David Hunt (All <br />18 other staff members will be identified appropriately below) <br />19 <br />20 Chair Jacobs called the meeting to order at 7:06 p.m. <br />21 <br />22 1. Board of County Commissioners External Advisory Board Appointees <br />23 Chair Jacobs said this first item involves trying something different. He referenced a <br />24 blue sheet that listed the external appointees. He said there has been discussion over the <br />25 years about connecting with those individuals who represent the County, in order to tie in better <br />26 with what these people are working on. He said several of these people are here tonight. <br />27 Susanne Haff is an Orange County representative on the Chapel Hill Planning Board. <br />28 She said she is ending her first three years in July, and she is interested in having each of the <br />29 Board members find their very best person in the Joint Planning Area. She said she represents <br />30 the northern part of where Chapel Hill and the County come together, and this is next to <br />31 Carrboro and the landfill. She said the area she serves includes a portion of Rogers Road. <br />32 She is hopeful that the Commissioners have someone they would like to appoint to this <br />33 position. She is ready to take a break. She said the conversation with the Board of <br />34 Commissioners has always perplexed her, and she questions their perspective of what she is <br />35 doing. She does not want to send an email to the Board every week, but she thinks there are <br />36 things that the County would want to know, such as development projects and school reports. <br />37 She would like to find a way to communicate these things. She said it has been an honor to <br />38 serve. <br />39 Chair Jacobs asked if Susanne Haff has any suggestions on how best to communicate. <br />40 Susanne Haff said it would be helpful if the Board made a list of the things going on in <br />41 Chapel Hill that would be of interest to them. She asked specifically about the Board's interest <br />42 in the property at the intersection of 1 -40, Eubanks Road, and Hwy 86, or the addition of exits <br />43 off of 1 -40. She referenced the land between Old and New 86 and the need for another access <br />44 point. She asked about the Board's position on development versus open space. She said it is <br />45 hard to represent the Board without knowing their position on these things. She said a <br />46 philosophy statement every few years would be good. <br />47 Commissioner Price said she had also served on the Planning Board. She asked if <br />48 Susanne Haff felt that her recommendations to the Planning Board have been heard. She said <br />49 each of the Board members has a different point of view, and she would respect Susanne <br />50 Haff s point of view equally. <br />
