11 <br />1 and a half years old, and this process will make the oldest computers 4 and a half years old. <br />2 He said the staggering of this process, replacing about 20% of computers each year, has been <br />3 very beneficial. <br />4 Chair Jacobs said the County had a more aggressive PC replacement schedule in the <br />5 past and could not afford to keep doing it. He said it is good to see this is coming back. <br />6 Jim Northup said he was surprised to see the County edging up in age, but he said the <br />7 timing was around the time of a major upgrade to almost half of the fleet. He said there are <br />8 currently about 1300 computers, including laptops, and it is easier to manage doing a few of <br />9 them every year. <br />10 Michael Talbert said disk space becomes more and more important as the County <br />11 continues to move away from paper storage. <br />12 <br />13 Register of Deeds <br />14 Paul Laughton said this is a preservation fund from a mandate that 10 percent of <br />15 register of deeds fees go into a separate project. He said this is $80,000 in 2014 -15. <br />16 <br />17 Life Safety — ADA <br />18 He said $25,000 is designated for the access doors at West Campus and the Seymour <br />19 Center. <br />20 <br />21 Viper Radio system / Communication Systems Improvement <br />22 Paul Laughton said both of these items are related to Emergency Services <br />23 communications. He said the Viper Radio includes $1 million in costs for communication <br />24 towers, and this has been spread out over a 2 year period, with $500,000 in 2013 -14 and <br />25 $500,000 in 2014 -15. <br />26 He said the $122,000 in Communication Systems Improvements is to continue <br />27 scheduled replacement of the 800 MHz radios. He noted that there is a $920,000 amount in <br />28 year 4 for the replacement of the sheriffs' radios. <br />29 Commissioner Gordon said there had been discussion at one point about changing the <br />30 way the agendas are accessed on the website to allow people to access one item without <br />31 downloading everything. She said she is not sure if this involves buying a new software system <br />32 or if it would go in the CIP, but she does not see anything in the budget. <br />33 Michael Talbert said this item was not included in the CIP, because it did not receive any <br />34 votes after the discussion at the retreat. He said if this needs to be re- visited and moved up, <br />35 this can be done, but it will require some software and potentially some hardware. <br />36 Clarence Grier said $50,000 was earmarked the past two years in the IT budget for <br />37 Board initiatives. He said this is could be paid for out of that $100,000. <br />38 Commissioner Gordon said she wants to flag this item so it is not forgotten. <br />39 Michael Talbert said it can be done, and he will find out what it would cost and bring that <br />40 back to the Board. <br />41 <br />42 Blackwood Farm Park <br />43 Paul Laughton said the last six items are related to parks. He referred to page 45 of the <br />44 CIP and reviewed the following information from the agenda package, as discussed at the <br />45 March 11 th work session: <br />46 Blackwood Farm Park— includes $147,400 in Year 1 (FY 2014 -15) for amenities such <br />47 as trail construction, parking, restrooms, dock, signage, disc golf, and security cameras. Park <br />48 construction is included in Year 4 (FY 2017 -18), with $5.6 million for the construction of an <br />49 Agricultural, Environment, and Parks Center, including a permanent parks operations base, <br />50 included in Years 6 -10, pending final decisions from the Board regarding the Space Needs <br />
