d. Personnel provides counseling to employees on promotional opportunities and <br /> encourages minorities and women to participate in career progression and <br /> development activities. <br /> e. Personnel provides a 24-hour job information line available to Orange County <br /> employees for their use in seeking promotional opportunity information. <br /> 3. External Recruitment <br /> a. If internal recruitment does not yield a final candidate, Personnel initiates the <br /> external recruitment process at the hiring department's request. External <br /> recruitment continues for a minimum of 10 workdays. <br /> b. In the external recruitment process, Personnel communicates the availability <br /> of openings through: <br /> - Posting the opening on the Employment Opportunities Bulletin in the <br /> Personnel Department. <br /> - Listing the opening with the Employment Security Commission. <br /> Advertising in newspapers, including those targeted toward the minority <br /> population, and other special advertising such as in trade periodicals. <br /> - Distributing the announcement to other appropriate recruitment sources <br /> including potential sources yielding qualified applicants who are minorities <br /> and women. Among other things, Personnel maintains a list of community <br /> contacts to whom opening announcements are mailed. <br /> -Listing the opening on the County's job information telephone line. <br /> All opening announcements or advertisements include an equal opportunity <br /> employer statement. <br /> c. To apply for an opening, an individual must complete an official County <br /> application and submit it to the Personnel Department by the posted closing <br /> date. Applications are only accepted for positions open for recruitment. <br /> d. An individual interested in a position not open for recruitment may complete <br /> and submit a Position Interest Card. When a position in that class or related <br /> class becomes available, Personnel informs the individual so that he or she <br /> may apply for the opening. The Position Interest Card is active for six <br /> months. <br /> -9- <br />
