3. Preventing harassment of any employee on the basis of race, color, national origin, <br /> religion, creed, sex, sexual orientation, age, disability, political affiliation, Vietnam- <br /> Era or disabled veteran status, as provided in law. <br /> 4. Reviewing the qualifications of all employees referred for employment <br /> consideration to assure that minorities and women are given full opportunity for <br /> transfers and promotions. <br /> 5. Reviewing the qualifications of all applicants referred to assure that minorities and <br /> women referred are given full opportunity for selection for the opening. <br /> 6. Encouraging the participation of minorities and women in County-sponsored <br /> educational, training, recreational and social activities. ' <br /> 7. Making personnel decisions including employment selection decisions in accord <br /> with County policy. <br /> 8. Posting federal Equal Employment Opportunity posters in an appropriate place in <br /> the work area. <br /> 9. Assuring that employees are informed of the availability of the Orange County <br /> Grievance Procedure and of the availability of confidential employee relations <br /> counseling with Personnel staff. <br /> 10. Assuring that no retaliatory action occurs against an employee or applicant who <br /> makes a complaint or raises a question of employment discrimination. <br /> D. The Department Head <br /> In addition to the responsibilities listed in Item NC, each department head is <br /> responsible for: <br /> 1. Assuring that the equal employment opportunity policy and Affirmative Action <br /> Plan are communicated to employees in the department. <br /> 2. Providing oversight and monitoring of equal employment opportunity, including <br /> employment selection decisions, to assure that hiring, promotions and all other <br /> employment practices and aspects of the employment relationship with employees <br /> of the department are consistent with law and policy. <br /> V. Affirmative Action Programs <br /> This section provides a summary description of the Orange County personnel <br /> management program as it relates to equal employment opportunity. <br /> -7- <br />
