2 " <br /> CHARGE TO THE ECONOMIC DEVELOPMENT <br /> STRATEGIC PLAN UPDATE WORK GROUP <br /> BACKGROUND <br /> During 1988 and 1989, a 33-member Executive Committee led the effort to develop Orange <br /> County's first comprehensive strategic plan for economic development. The Plan won a 1989 <br /> NACo Award and has served successfully as the blue print for economic development activities <br /> over the past 6 years. Most of the specific program goals included in the Plan have been <br /> implemented or accomplished. At the December Board of County Commissioners'Retreat, the <br /> Commissioners discussed and endorsed the idea of undertaking an update. <br /> CHARGE <br /> To review the Orange County Economic Development Strategic Plan and to recommend updated <br /> goals and programs by- <br /> 1. Updating the Data Scan completed in 1988 to determine any changes or trends in Orange <br /> County and any changes over the past 6 years.. <br /> 2. Producing an Environmental Scan of existing programs and activities related to economic <br /> development. <br /> 3. Reviewing the 1989 Plan and identifing areas of accomplishment and areas that need <br /> additional work. <br /> 4. Promoting a broad discussion of major economic development issues facing Orange <br /> County and its municipalities through the end of the century. These issues should include <br /> but not necessarily be limited to growth, unemployment, underemployment, tax base, <br /> utilities, tourism, affordable housing, agriculture, small business assistance, training, and <br /> local regulations. <br /> 5. Prepare and recommend an updated Strategic Plan. <br /> MEMBERSHIP <br /> • Thirty three members of the 1998 Executive Committee or those people who have filled a <br /> vacant position(such as school superintendents). See attached. <br /> • The 3 EDC Strategic Plan Committee Chairs(Jim Gibson- Small Business; Guido <br /> Demaere -Marketing; and Lindsay Efland - Target Advisory)who were not part of the <br /> Executive Committee <br />
