Warm Line: Many parents in a variety of communities have requested this service. The Warm <br /> Lime would be a call in information lime for parents. Training and staffing pattern will be <br /> researched and developed during start-up. It is anticipated that agencies will contribute some staff <br /> time to operating the line. <br /> 4. Information and Referral Services: The coordinating agency will serve as a community <br /> location for information and service referral to parents. A collaborative effort with Child Care <br /> Networks and Family Support Network of North Carolina is planned to create this service in a <br /> cost effective manner to avoid duplication of services. A Resource Library will also be part of <br /> information and referral services. <br /> These strategies have included input from three parents at collaborative meetings and <br /> nineteen parent surveys conducted through five agencies. <br /> IV. STAFFING PATTERNS/JOB DESCRIP'T'IONS <br /> The Department of Social Services will be the lead agency for the Parent Education Initiative and <br /> will hold fiscal responsibility. Responsibility for programmatic and personnel matters will be <br /> provided through a contractual agreement with HEARTH(See Appendix no. 4). An advisory <br /> board composed of representatives from all collaborative agencies and parents will be involved in <br /> joint planning,needs assessment, and evaluation. <br /> V. EVALUATION <br /> Evaluation will be collaborative and will emphasize parent input. Evaluation will be both <br /> si mmative and cumulative. Descriptions of evaluation dimensions and mechanisms are shown in <br /> Appendix number three. <br />
