6 <br /> III. STRATEGIES <br /> A. The philosophy Which guides the development of strategies for this project are based on <br /> four major concepts: <br /> 1. Collaboration and Coordination of Services: We are relying upon agency collaboration for <br /> design, implementation, and evaluation of the program. A major focus of the collaboration will be <br /> including the parents on every level. Another major focus will be to reduce duplication of <br /> services among agencies and to develop resources to fill identified gaps. At this time, thirteen <br /> agencies have committed to collaborating on this effort (see Appendix no. 2). The coordinating <br /> agency will facilitate collaborative efforts and networking among agencies. <br /> 2. Comprehensive: Parent education services will be available to all families regardless of <br /> income, level of education, available transportation, location, or other related factors. The <br /> program supports the belief that "Your family is who you say it is" and will not deny services as a <br /> result of any legal biological, or socio-cultural definition of family. In addition, services will be <br /> provided in a culturally sensitive manner. Strong emphasis will be given to families at risk. <br /> 3. Community Based: In order to make services available to all families and to meet the diverse <br /> needs of families in our county, services will be offered at a variety of locations in the various <br /> communities of Orange County. In addition to the coordinating center site, the committee is <br /> currently considering sites such as family resource centers, churches, community centers, day care <br /> centers,hospitals, family day care homes, and a variety of agency locations. <br /> 4. Continuum of Services: Continuum of services is defined in the three following ways: <br /> a. Families are followed carefully and supported from the point of referral, through <br /> assessment, to direct services. <br /> b. A variety of services is available including in-home, group and individual parent <br /> education. <br /> c. Parent education services will provide guidance in child rearing from conception to <br /> adulthood. <br /> B. The specific strategies already identified to achieve outcomes include: <br /> 1. Parent Education Training Calendar and Newsletter: This will be a centrally maintained <br /> calendar of available community parent education services which is updated on a regular basis <br /> (i.e., monthly or quarterly). The newsletter will feature work of agencies providing services, <br /> parent written articles, etc. The calendar/newsletter will be distributed to the community and will <br /> be the primary reference for parent education resource and referral services. Collaborative training <br /> for agencies will be included. <br /> 2. Coordination of Parent Education Services: The coordinator of the program will work with <br /> community agencies and parents to network parent education programs being offered. Parents <br /> will be surveyed pre and post to determine the most effective methods of service delivery and <br /> consumer satisfaction. Members of agencies and parents will form an advisory board for working <br /> closely with the coordinator. This approach will allow us to draw on the parent education <br />
