4 <br /> PARENT EDUCATION AND SILL BUILDING INITIATIVE.PROPOSAL <br /> L STATEMENT OF NEED <br /> Orange County has a variety of services which fall under the broad category of Parent <br /> Education. However, the survey entitled "An Assessment of Parent Education Services in Orange <br /> County," commissioned by the Orange County Partnership For Young Children, found that there <br /> are gaps in the service delivery network. While many elements of parenting education are being <br /> addressed, some critically needed pieces are either nonexistent or inadequate. These include <br /> service to substance abusing families, homebased services, work-site based education, meeting <br /> sites convenient for families with limited mobility, limited support resources such as transportation <br /> and child care during classes, few trained providers and no system for maintaining up-to-date <br /> information about the various available services. In fact, providers rarely know what is available <br /> outside their own programs. Many families in need of information, education and/or support fall <br /> through the cracks because existing programs were developed for and open to only clients of that <br /> particular provider. The experience of the collaborators developing this proposal closely matches <br /> the conclusions of the Parent Education assessment. In addition to specific service gaps identified <br /> by the assessment, the collaborators believe a strong need exists for a continuum of Parent <br /> Education Services. <br /> To this end, thirteen Orange County agencies along with parents have created a proposal <br /> for a collaborative, comprehensive, community-centered program offering a continuum of parent <br /> education services to families in Orange County. This project supports a strong, dynamic <br /> collaboration among agencies, communities, and parents. Such a collaboration makes possible the <br /> delivery of quality parent education services to all families. <br /> H. OUTCOMES <br /> The intended outcomes of this initiative fall into two general categories, Stem and <br /> Service, and can be characterized as flowing either directly or indirectly from the program. For <br /> the purposes of this proposal, participating families are defined as all parties with whom we have <br /> direct contact through any program component. Baseline data will be collected on all families <br /> who enroll in educational and support programs. For specific milestones, see Appendix <br /> A. SYSTEM OUTC'OMMS <br /> 1. Direct <br /> a. To move from our present fragmented and separate system of parent education <br /> to a single, united system defined by collaborative planning, implementation and <br /> evaluation. <br /> b. To increase input from families within the community into the design and <br /> method of the parent education service delivery system <br /> c. To streamline the provision of parent education services by reducing the <br /> duplication of those services across county organizations. <br />
