2 <br /> Orange County. The Parent Education and Skill Building <br /> Initiative was created. It supports a strong, dynamic <br /> collaboration among agencies, communities, and parents. Such <br /> a collaboration makes possible the delivery of quality parent <br /> education services to all families with children ages 0-5. <br /> The strategies which will guide this initiative are intended <br /> to achieve the following system outcomes: <br /> • To move from the present fragmented and separate system of <br /> parent education to a single, united system defined by <br /> collaborative planning, implementation, and evaluation. <br /> • To increase input from families within the community into <br /> the design and method of parent education services. <br /> • To streamline the provision of parent education services <br /> by reducing the duplication of those services. <br /> The Department of Social Services will provide fiscal <br /> management for the Parent Education and Skill Building <br /> Initiative. Through a contractual agreement, the HEARTH <br /> Family Foundation will be responsible for program and <br /> personnel development/management, including the hiring of <br /> necessary personnel to implement the strategies. DSS will <br /> receive approximately $3,000 for accounting services. An <br /> advisory board composed of representatives from all <br /> collaborative agencies and parents will be involved in <br /> planning, general oversight, and evaluation. <br /> All of the cost associated with this project will be covered <br /> by the grant and in-kind services from the collaborators. The <br /> current grant of $48,706 will fund the project through June <br /> 30, 1995. Full year funding of approximately $80,000 has <br /> been requested for Fiscal Year 1995-1996. <br /> The DSS Board approved the Department's role and <br /> responsibilities as fiscal manager of this initiative on <br /> March 21, 1995. <br /> RECOMMENDATION (S) : <br /> The Manager recommends acceptance of the Parent Education and <br /> Skill Building Initiative grant. <br />
