Award Letter Social Services Director <br /> TELEPHONE NUMBERS: <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: <br /> To accept a $48,706 grant from the Orange County Partnership <br /> for Young Children (Smart Start) . <br /> BACKGROUND: <br /> Orange County has a variety of services which fall under the <br /> broad category of Parent Education. However, a survey <br /> commissioned by the Orange County Partnership for Young <br /> Children, "An Assessment of Parent Education Services in <br /> Orange County" , found that there are critical gaps in the <br /> service delivery network. These gaps include services to <br /> substance abusing families, home-based services, work-site <br /> services, limited support resources such as transportation <br /> and child care during classes, few trained providers and no <br /> system for maintaining up-to-date information about service <br /> availability. In fact, providers rarely know what is <br /> available outside their own programs. Many families in need <br /> of information, education, and/or support fall through the <br /> cracks because existing programs were developed for and open <br /> only to customers of that particular provider. <br /> To this end, thirteen (13) Orange County agencies along with <br /> parents were asked by the Orange County Partnership for <br /> Young Children to develop a proposal for a collaborative, <br /> comprehensive, community based, family-centered program - <br /> offering a continuum of parent educations for families in <br />
