Rosemary suggested that the group come to a consensus on a written report on fiscal goals and <br /> that maps should be provided showing constraints. Jim Ward later noted the need to add <br /> environmental constraints to the maps. <br /> Joe Capowski noted that the railroad track should be the dividing line between Chapel Hill and <br /> Carrboro. He noted later that the alignment of a TTA transportation system needs more study. <br /> John Bell suggested that the group adjust the revenue-neutral goal to say"provide" rather than <br /> "consider" revenue-neutral development.
