Further, additional funds <br /> have been requested in next year' s CIP for the purchase of <br /> additional workstations, an imaging system and other equipment. <br /> Orange County' s needs were identified and specifications were <br /> developed. Request for Proposals were sent to eighteen vendors <br /> with three vendors responding. A tabulation of the proposals is <br /> attached. Visions Software Incorporated of Wilmington North <br /> Carolina submitted the lowest responsible proposal at a total <br /> system cost of $107,015. All prices will be in effect until <br /> after the 1995-96 CIP is in place. Orange County will only <br /> issue Purchase Orders for amounts that do not exceed existing <br /> budget amounts. <br /> The hardware and software will provide a self-supporting records <br /> management system that will provide base management (Incident, <br /> Arrest, Stolen Property, DCI Reporting, Warrant & Subpoena <br /> Tracking, Civil Process Management, Pistol Permits, <br /> Administration/Personnel, Training, Work Hours, & Equipment <br /> Management, Evidence & Property Management, Jail & Inmate <br /> Management, Narcotics & Intelligence File. The system will also <br /> allow for the storage of mugshots as well as the transfer of <br /> data from 911. It will also free space on the County' s <br /> mainframe computer where some of this information is presently <br /> being stored. <br /> RECOMMENDATION: The Manager recommends award of the bid to Visions Software <br /> Incorporated of Wilmington North Carolina. And authorize the <br /> purchase of the remainder of the equipment if the funds are <br /> allocated in the 1995-96 CIP. <br />
