A sliding scale for impact fees should be devised, in order to more <br /> equitably distribute the costs of new schools among the new development, <br /> while addressing concerns about affordable housing. <br /> 3. Impact fees in the CH/Carrboro District should be calculated sevar, ately form <br /> the Orange County District. <br /> 4. Impact fees should be reasonable and substantial, <br /> 5.
