III.ABSTRACT OF PROPOSED PROJECT 10 <br /> Introduction.The N.C.Association of County Commissioners is the official voice of the state's 100 counties. <br /> It is a voluntary organization created to represent the interests and concerns of county government.Through <br /> policies established at statewide meetings, the Board of Directors, and committees, the counties themselves <br /> determine the direction that the Association takes in carrying out its mission to improve the ability of counties <br /> to provide services in North Carolina. <br /> This application is submitted by the Association on behalf of Currituck, Craven, and Orange counties. The <br /> Association is requesting a total of$7,500 in planning and survey funds or$2,500 for each county to assist in <br /> the preparation of the Open Space Development Design Guidebook described in this application.Currituck and <br /> Craven counties are not Certified Local Governments (CLGs). Orange County is a CLG, having been certified <br /> on April 13, 1993. <br /> Background.In the Fall of 1993,the Orange County Board of Commissioners adopted a resolution supporting <br /> the goals and objectives of the Comprehensive Conservation& Management Plan (CCMP) of the Albemarle- <br /> Pamlico Estuarine Study. APES is a component of the National Estuary Program, a U.S. Environmental <br /> Protection Agency effort that supports research and management strategies to restore the health of the <br /> country's estuarine systems. In total area, the Albemarle-Pamlico Estuary is second only to the Chesapeake <br /> Bay, and encompasses five (5) major river basins in eastern North Carolina and Virginia. During the course <br /> of reviewing the CCMP, the Orange County staff was struck by the consistency between the goals and <br /> objectives of the CCMP and the adopted goals of the Orange County Board of Commissioners regarding rural <br /> character preservation, particularly the promotion of local and regional planning that protects cultural and <br /> environmental resources and allows for economic growth. <br /> Coincidental to the adoption of the resolution of support, the Orange County Planning Director was asked by <br /> Mr. Randall Arendt of the Natural Lands Trust in Media,Pennsylvania to review and comment on a draft of <br /> an open space development design guidebook prepared for the Sussex County,Delaware Conservation District. <br /> From the review of the design guidebook emerged the proposal outlined below. <br /> Project Proposal.Simply stated, the proposal suggests that the Natural Lands Trust; e.g.,Randall Arendt, <br /> be employed to prepare a design guidebook for open space development using three counties as case studies <br /> in the Albemarle-Pamlico Watershed. The proposal is unique in the sense that it seeks to link different fields <br /> of interest,natural resource and historic preservation,through a common method of preserving such resources <br /> -open space or cluster design.It is also unique in that it will involve the cooperative efforts of federal and state <br /> agencies, as well as three local governments and their statewide association in working cooperatively and <br /> collectively to produce a document which could benefit the 34 counties located in the Albemarle-Pamlico <br /> Watershed in North Carolina and have transferability to all 100 counties in the state.
