Fikes, x 2490 <br /> HUD-50071 <br /> Annual Contributions Contracts TELEPHONE NUMBER <br /> Hillsborough 732-8181 <br /> Chapel Hill 968-4501 <br /> Mebane 227-2031 <br /> Durham 688-7331 <br /> ----------------------------------------- <br /> ---------------------------- <br /> PURPOSE: To adopt a resolution authorizing the execution of two <br /> Annual Contributions Contracts and Form 50071, Certification for <br /> Contracts, Loans and Cooperative Agreements for the Section 8 Certificate <br /> Program and the Section 8 Moderate Rehabilitation Program. <br /> BACKGROUND: The County Housing and Community Development Department <br /> presently administers the Section 8 Housing Voucher, Certificate and <br /> Moderate Rehabilitation Program for approximately 600 families in Orange <br /> County. Authority to administer this program is provided through an <br /> agreement with HUD known as an Annual Contributions Contract (ACC) for <br /> the aforementioned three different programs. The ACC provides funding <br /> for the provision of housing assistance payments for eligible <br /> participants according to HUD regulations. <br /> During the calendar year 1995, twenty (20) Housing Assistance Payments <br /> Contracts under the Moderate Rehabilitation Program will expire. HUD is <br /> providing twenty units replacements certificates to cover the contract <br /> expirations. This represents $115,620 in yearly contract authority until <br /> May 31, 1998. <br /> In order to accept this extended term, it is necessary to execute an ACC <br /> with HUD for the twenty replacement certificates as well as an ACC for <br /> the Moderate Rehabilitation Program which reduces the number of units <br /> provided under that program. HUD Form 50071 - Certification for <br /> Contracts, Grants, Loans and Cooperative Agreements is also required. <br /> RECOMMENDATION: <br /> The Manager recommends adoption of the resolution authorizing the <br /> execution of an Annual Contributions Contract and Form 50071, <br /> Certification for Contracts, Loans and Cooperative Agreements the Section <br /> 8 Housing Certificate Program. <br />
