Attachment 1 <br />NOTICE OF JOINT PUBLIC HEARING <br />ORANGE COUNTY BOARD OF COMMISSIONERS <br />ORANGE COUNTY PLANNING BOARD <br />A joint public hearing will be held in the Judge F. Gordon Battle Superior Courtroom of the <br />New Orange County Courthouse, 106 E. Margaret Lane, Hillsborough, North Carolina, on <br />Monday, August 25, 2008, at 7:30 PM for the purpose of giving all interested citizens an <br />opportunity to speak for or against the following items: <br />A. PUBLIC HEARING ITEMS <br />1. Zoning Atlas Amendment, Planned Development Petition for Efland Commons <br />Single-Family Subdivision <br />Bob Barrett, agent for School House Road Partners, LLC (Holder of Purchase <br />Contract Option from George Tate, Jr. Heirs and Ollie McDade, Bonnie W. McDade <br />and Sandra H. McDade), has submitted a petition to rezone from R-1 (Rural <br />Residential District) to PD-H-R5 (Single-family residential with accessory uses) <br />property located in the Cheeks Township at the northwest intersection of Tinnin <br />Road (SR 1313) and School House Road (SR 1314) and being further identified in <br />the Orange County Tax Records as Parcel Identification Numbers 9845-40-5243, <br />9845-40-5022 and 9844-49-3706 and containing 12.88 acres more or less. (PD-02- <br />08) <br />Project Summary: The applicant has filed both a Conservation Cluster Flexible <br />Development Plan and a Conventional Subdivision Plan. The Conservation Cluster <br />plan proposes 27 lots with approximately 45% open space. The Conventional Plan <br />proposes 45 lots with approximately 40.4% open space. The lot sizes range from <br />approximately 5,000 to 19,000 square feet and are intended for the construction and <br />sale of moderately priced homes. The project is located within the Efland Transition <br />area per the Land Use Element of the Orange County Comprehensive Plan and will <br />be served by County public sewer and Orange-Alamance Water System, Inc., a <br />private water utility provider. Transition areas are, identified areas in Orange County <br />that are targeted for higher density development due to availability of, and proximity <br />to, public services and transportation infrastructure. The Planned Development <br />rezoning approach is a method of achieving higher densities while allowing area <br />property owners greater access to information on any specific proposal than would <br />be the case under a general use rezoning construct. The maximum gross density of <br />the project will range between 2.1 and 3.5 units per acre. All roads are to be <br />constructed to NCDOT public road standards. <br />Purpose: To receive public comment on the proposed rezoning. <br />2. Comprehensive Plan Update Phase II: This will be the third and final Public <br />Hearing held during the Comprehensive Plan update process. The last Public <br />Hearing was held on May 19, 2008 to introduce and receive public comments on the <br />draft Comprehensive Plan in its entirety. The Board of County Commissioners <br />scheduled this additional Public Hearing on the draft Plan to provide additional time <br />for the public to review the document and prepare comments. <br />
