4 <br /> to be annexed in order to receive water and sewer. <br /> Mayor Johnson said that when someone comes to the Town and asks for water <br /> and sewer, they have them sign a voluntary annexation authorization. <br /> Eric Swanson said that there are two reasons someone wants to be annexed. <br /> One is to receive utilities and two is so they can be in the Hillsborough <br /> planning jurisdiction. If the Joint Planning Agreement is put in stone, the <br /> only reason for someone wanting to annex would be for water and sewer. <br /> Commissioner Willhoit feels it is important to decide on the type of <br /> utilities required in that area and that this is something that can. be decided <br /> by the two Boards later. <br /> Commissioner Halkiotis emphasized the importance of the two governing <br /> boards working together on Joint Planning. He feels everyone is committed to <br /> what they want Hillsborough and the County to look like. <br /> Chair Carey explained that the County will have a public hearing, refer <br /> the item to the Planning Board for a recommendation to come back to the County <br /> Commissioners early in 1995. <br /> Eric Swanson stated that the City of Hillsborough would have a public <br /> hearing on the standards the end of January. <br /> Mayor Johnson emphasized that they do want to protect the Rural Buffer <br /> but they do not want to rule out any business that may want to locate in the <br /> Economic Development district. <br /> Eric Swanson said that they want to attract low water users -- those that <br /> would not use more than 30, OOOgpd. A shorter planning process is also <br /> desirable. <br /> Town Commissioner Smith said that the Town does want to guard the area <br /> south of the Prison Camp: They want to preserve that as a beautiful <br /> entranceway to Hillsborough. This plan would achieve that goal. He is <br /> willing for the Utility Boundary Committee to work out the water and sewer <br /> boundaries and he is greatly in favor of allowing future development to extend <br /> water and sewer to the entire EED. <br /> Mayor Johnson made reference to the agenda and stated that deleting d(1) <br /> and d(2) of the Joint Planning Agreement would allow them the option of <br /> extending water and sewer to this area. <br /> ADJOURNMENT <br /> With no further discussion, Chair Carey adjourned the meeting at 9:00. <br /> The next regular meeting of the County Commissioners will be held On November <br /> 15, 1994 at 7: 30 p.m. at the OWASA Meeting Room in .Carrboro, North Carolina. <br /> Moses Carey, Jr. , Chair <br /> Beverly A.
