4. Demand zero-based budgeting and program accountability from the Chapel Hill- <br /> Carrboro City Schools as requested in the past two years of budget hearings. Once the <br /> school system has demonstrated fiscal responsibility, submit a bond issue to the voters and <br /> accelerate the proposed building program to prevent the projected overcrowding outlined <br /> in the current capital plans. <br /> 5. Fund new schools through bond issues and not Certificates of Participation. Trust <br /> the voters who trusted you by putting you there. <br /> Putting Children First sees that real solutions to our immediate and long-term <br /> overcrowding situation are possible. We are encouraged by the Orange County System's <br /> creative consideration of using existing school buildings to deal with their overcrowding <br /> situation. We encourage our system to consider similar creative solutions such as using <br /> the Lincoln Center to alleviate overcrowding. We hope that our Board of Education and <br /> Board of Commissioners will consider our proposal a real solution to the overcrowding <br /> problem. <br />
