The Hoard of County Commissioners met in regular session on Atondag, <br /> October 1, 1951> at 10 o'cloclt .4.M., in the Commissioners' Room at the <br /> Courthouse. <br /> Members present; Collior Cobb, Jr., Cheirmaq, R. 0. Forrest and Sim L. <br /> Efland, Commissioners. <br />i <br />`- <br />The minutes of the September meeting was read and approved, <br /> Mr. Don S. Matheson, County Farm Agent and Dr. P.ogers, Ve ternarian, <br /> employed by the Federal Government appeared in connection with the testing <br /> of dairy cattle for bangs disease. <br /> Dr. Rogers stated that he mould tost 20n of the herds in the covnty,not <br /> including Greda"B" Deries at no cost to the County,but that he mould noed <br /> a helper, and that tho county would be raeuired to pay for his services. <br /> IJow Therefore, upon motion of Commissioner Forrest, duly seconded by <br /> Cammiasioner Efland and passed unanimousl$ that Orange County eporopriate <br /> 5150.00 from the General Emergency Fund to pay helper in testing cattle <br /> for Bangs Disease. <br /> ISrs. Kathryn Hamrick, Home Demons tratien Agent, presented her rural <br /> program for the fiscal veer 1951-1952. <br /> Idr. E. 16. Lynch, Clerk of Superl or Court, appeared and stated that the <br /> County Recorder's Court had grown to such an extent that ha needed additional <br /> help in his office in order to Iteep up with the vrork. <br /> 11ow Therefore, upon motion of Commissioner Forrest, duly seconded by Com- <br /> missioner Efland end passed unanimously that SL472.00 Emeregency Appropriation <br /> in the Salary Fund be used to ompl oy additional help in the Cler)ta Office. <br /> Upon motion oT Commissioner Efland, duly seconded by Commis sinner Forrest <br /> it was ordered that L. E. Latta be paid 525.20 for I}Z chickens killed by dogs. <br /> Upon motion of Commissioner Forrest, duly seconded by Commissioner Efland <br /> it was ordered that Herman Davis be paid 51}1}.1}0 for 74 pullets killed by dogs. <br />i <br /> Upon motion o£ Commissioner Efland, duly seconded by Commissioner Forrest <br />I~~ it was ordered that John G. Lockhart be paid 538.00 for 19 young turkeys <br /> killed by dogs. <br /> IInon motion duly made and seconded the following changes is Aid to Blind <br /> Grenta were approved: <br /> Julia Fisher increased from 518.00 to $20.00 per mo. <br /> Leo Cetea " " L..00 to 50.00 " <br /> Hanks Eobby " " 47.00 to 50.00 " <br /> {'tilliam Lawrence <br /> Dickens " " 21.00 to 36,00 " <br /> 3fiss Annie Strowd, Superintendent of Public Y,'elfare reported that fifty <br /> two recipients ®£ old age ass istence had voluntarily rithdrawn ®Snce the <br /> new lien law went into effect, thereby, reducing payments by approximately <br /> One Thousand Dollars per month. <br /> Upon motion, duly made end seconded a road petition reeues ting the State <br /> Highway & Public Ylorks Commission to build and maintain a road in Cheeks <br /> Township, running from Highway n70 to Efland-Hells Id111 Road, known as No. <br /> 5183 Extension of Oalt Street and being .2 of a mile in length was approved <br /> and ordered sent to the State Highway & Public Works Commission for their <br /> consideration. <br /> It was then brought to tho ¢ttenti on of. the Board that the Board of <br /> Trustees of the Chapel H111 City Administrative Unit had filed a petition <br /> with the 9oard of Education of Orange County asking for an enlargement of <br /> the boundaries of the Chapel Hill City Adminis tretiva IInit end for the levy <br /> of supplementary taxes therein. That said petition had been approved by the <br /> 3oard of Education of Orange County at its regular meeting on the 1st day of <br /> October, 1951, and that said petition had beon duly submitted to this Board. <br /> That the said petition giving the dascripti on of the proposed boundaries of <br /> the near Unit was then read and considered by this Hoard <br /> <br />~, Upon motion duly made and seconded, the following resolution was <br /> unanimously adopted bg the said Board of Commis si opera: <br /> 77ow, therefore, acting under the authority o_` Chapter 1169 of <br /> of the Session Lews of the 1951 General Assembly and Articles <br /> 22, 23 and 21y of the General Ste totes of North Carolina, BE TT <br /> RESOLVED: <br /> CONTD. <br />
