2 <br /> Support legislative review to determine if overly <br /> stringent employment and certification requirements <br /> impose handicaps on the ability of counties to hire <br /> qualified Environmental Health Specialists. <br /> In view of the recruitment situation and State requirements, the State <br /> Department of Human Resources has advised filling the position with a <br /> trainee appointment. <br /> The current Personnel Ordinance includes provision for a trainee <br /> appointment. There has not been a need to use this type of appointment for <br /> several years. Prior to use of a trainee appointment, the Ordinance sections <br /> relating to trainee appointments need to be updated and clarified. <br /> The proposed changes include: <br /> - Clarifying that a trainee appointment may extend beyond the maximum <br /> length of the probationary period. <br /> - Specifying that an employee appointed as a trainee who does not <br /> satisfactorily meet the minimum qualification requirements of the class <br /> during the established trainee period is terminated. <br /> - Adding a provision that a trainee salary progression may include salary <br /> increases at predetermined intervals during the trainee appointment <br /> period. <br /> - Specifying that a trainee salary may not be adjusted to the minimum of <br /> the salary range for the class until the minimum qualification <br /> requirements have been completed. <br /> With the approval of the proposed Personnel Ordinance changes, the Health <br /> Department may fill the Environmental Health Specialist position with a <br /> trainee, if the current recruitment does not yield candidates who meet the <br /> requirements for regular appointment. <br /> RECOMMENDATION: The Manager recommends the Board adopt the proposed Personnel <br /> Ordinance revisions effective April 1, 1995 <br /> FAPEMTRAINEEA.WPD <br />
