These <br /> are proposed to support appointment of an Environmental Health Specialist <br /> Trainee in the Orange County Health Department. <br /> BACKGROUND: The Board of Commissioners approved a new Environmental Health <br /> Specialist position effective in December 1994. That new position has been <br /> filled by an internal transfer of an Environmental Health Specialist. <br /> Personnel has recruited extensively for the remaining vacant Environmental <br /> Health Specialist position. Over the last four months, recruitment has not <br /> yielded a candidate who is available for employment and meets the <br /> minimum education and experience requirements for the position. <br /> In general, counties in North Carolina have had difficulty filling <br /> Environmental Health Specialist positions. This is due in part to the <br /> minimum qualification requirements mandated by Article 4, Chapter 90A of <br /> the General Statutes of North Carolina. <br /> The North Carolina Association of County Commissioners 1995 Legislative <br /> Goals supported by the Board of Directors for consideration included a <br /> proposed goal to: <br />
