ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: June 24, 2008 <br />Action Agen~a) J <br />Item No. .b(~ <br />SUBJECT: Approval of Solid Waste Operations Center Change Order <br />DEPARTMENT: Solid Waste PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />INFORMATION CONTACT: <br />Gayle Wilson, 919-968-2885 <br />Pam Jones, 919-245-2652 <br />PURPOSE: To consider approving a change order for soils remediation associated with <br />construction of the Solid Waste Operations Center. <br />BACKGROUND: Construction on the Orange County Solid Waste Operations Center, which is <br />located on property adjacent to the west face of the Landfill, began in early 2008. Early site <br />excavation work revealed a chronic water saturated soil condition that, without remediation, <br />would not allow building and parking foundations to be constructed in a safe and proper manner. <br />The designer adjusted the site to accommodate the soils condition and cost revisions were <br />obtained from the builder to accommodate the modified design. Had this issue been identified <br />in early sub surface geotech analysis, the design would have been adjusted to reflect the soil <br />conditions prior to bid date, however, the overall cost of the project is likely to have been <br />unchanged. <br />The scope of the change order involves re-configuring the parking area and raising the building <br />pad with suitable on and off-site soils material. The Animal Services Facility project site, which <br />is adjacent to the east face of the Landfill, will provide much of the soil needed in the revised <br />plan. <br />FINANCIAL IMPACT: The additional cost associated with this modification is $212,742 and will <br />be funded through the Landfill Enterprise Fund's reserve account. <br />RECOMMENDATION(S): The Manager recommends that the Board approve a change order <br />for soils remediation design changes in an amount not-to-exceed $212,742; and authorize the <br />Manager to sign change orders authorizing the work. <br />
