Requires notice to be published at least 60 days before agency submits to Codifier of Rules proposed <br /> text of permanent rule or a subject-matter notice.for a permanent rule.Authorizes agency to periodically publish in <br /> NC Register agenda that describe substantive areas to which agency is contemplating permanent rules.
