Proclamation —Women's Equality Day <br /> The Board approved a proclamation recognizing August 26, 2014 as Women's Equality <br /> Day and authorized the Chair to sign. <br /> d. Authorization to Transfer Certain Property to Another Public Entity <br /> The Board approved transfer of ownership of withdrawn library books from the collections <br /> to the Friends of Orange County Public Libraries, a local non-profit. <br /> e. Fiscal Year 2013-14 Budqet Amendment#9 <br /> The Board approved budget, grant, and capital project ordinance amendments for fiscal <br /> year 2013-14 for: The Department on Aging; Department of the Environment, Agriculture, <br /> Parks and Recreation; Department of Social Services; Miscellaneous (Health Insurance <br /> increase); New Hope Preserve/Hollow Rock Access Capital Project; Vehicle Replacement <br /> Fund; and BOCC Contingency. <br /> f. Application for North Carolina Education Lottery Proceeds for Chapel Hill — Carrboro <br /> City Schools (CHCCS) and Continqent Approval of Budqet Amendment# 9-A Related <br /> to CHCCS Capital Proiect Ordinances <br /> The Board approved an application to the North Carolina Department of Public Instruction <br /> to release funds from the NC Education Lottery account related to FY 2013-14 debt service <br /> payments for Chapel Hill — Carrboro City Schools, and to approve Budget Amendment#9- <br /> A (amended School Capital Project Ordinances), contingent on the State's approval of the <br /> application and authorized the Chair to sign. <br /> g. Approval of Public Safety 9-1-1 Center Improvements and Budqet Amendment#9-B <br /> The Board approved Budget Amendment#9-B to utilize funds from the Emergency <br /> Telephone Fund to upgrade equipment; provide Computer Aided Dispatch licenses for <br /> response stakeholders; implement a preventive maintenance program; and implement a <br /> robust sanitation program to minimize the spread of communicable disease within the 9-1-1 <br /> Center and authorized the Manager to sign. <br /> h. Authorization and Issuance of Up to $15,500,000 General Obliqation Refundinq Bonds <br /> The Board approved a resolution and bond order authorizing the issuance of general <br /> obligation refunding bonds in the maximum amount of$15,500,000 to refinance existing <br /> County bonds. <br /> i. Resolution of Approval — Conservation Easement for Jason and Rebecca Davis and <br /> Approval of Budqet Amendment#9-C <br /> The Board adopted a resolution, which is incorporated by reference, to approve the <br /> acceptance by Orange County of a conservation easement to protect a portion of a <br /> property owned by Jason and Rebecca Davis; and to approve Budget Amendment#9-C <br /> and authorized the Chair to sign, subject to final review by staff and the County Attorney. <br /> j. Resolution of Approval —Amendment to the Volpe Conservation Easement <br /> The Board adopted a resolution, which is incorporated by reference, to approve an <br /> amendment to a conservation easement held by Orange County for property owned by <br /> Mark and Lori Volpe and authorized the Chair to sign. <br /> k. Resolution of Approval —Amendment to the Shy Conservation Easement <br /> The Board adopted a resolution, which is incorporated by reference, to approve an <br /> amendment to a conservation easement held by Orange County for property owned by <br /> Carl and Eve Shy and authorized the Chair to sign. <br />
