He said it is just a matter of the timing of the <br /> budgeting. <br /> Commissioner porosin said he is just wondering if there is a way to better anticipate <br /> things for future projects. <br /> Kevin Lindley said this particular project is short in length; however, it parallels a <br /> stream, so they were required to dig about 20 feet down and this exponentially increased the <br /> amount of materials. <br /> Doug Chapman from McGill Associates said in a situation like this, where rock is <br /> anticipated, the best thing would be to do borings before bidding the project. . <br /> A motion was made by Commissioner McKee, seconded by Commissioner Pelissier for <br /> the Board to: <br /> 1. Approve Budget Amendment#9-E adding $464,760 in rock contingency to the <br /> McGowan Creek Outfall project construction contract and authorizing the request for an <br /> additional $421,869 in SRF loan funding; and <br /> 2. Authorize the Manager to sign on behalf of the Board the change order for the additional <br /> rock allowance and any documents related to the pursuit of additional SRF loan funding as <br /> outlined in Item 1. <br /> VOTE: UNANIMOUS <br /> g_ Next Steps - Strateqic Communications Plan (9:20-9:35) <br /> The Board considered approving the establishment of a Communications Committee, <br /> comprised of staff designated by the Manager and two Board of Commissioner members <br /> appointed by the Board, for the development of a proposed Strategic Communications Plan for <br /> Orange County; and authorizing the Manager to execute a contract with Rod Visser to work <br /> with the Committee. <br /> Cheryl Young presented this item. She said on January 31, 2014 the Board held a <br /> Retreat and discussed the need for an Orange County Strategic Communications Plan. She <br /> said the Board requested that the Manager provide a recommended strategy for a <br /> Communications Plan. She said on February 27, 2014 a Manager-appointed Communications <br /> Plan Committee met to discuss how the County could move forward with a Strategic <br /> Communications Plan, and it was determined that all of the questions that were identified <br /> could not be sufficiently addressed by staff, without meaningful participation from the Board of <br /> County Commissioners. <br /> She said the following three phase approach was recommended to move the process <br /> of developing a Strategic Communications Plan toward a successful conclusion: <br /> Three Phase Approach <br /> Phase One <br /> Identify and share with the Board individual department public information strategies <br /> outlining the dedicated resources, communications tools, target audiences and how the <br /> department interacts with the Public Affairs Office. <br /> Phase Two <br /> Rod Visser was engaged to gather internal information by interviewing the Board and <br /> County staff and present a summary to the Board. <br /> Phase Three <br /> With the assistance of Rod Visser, draft a Strategic Communications Plan to be presented <br />
