OCBRIP updates are making adjustments to revenues and will come before BOCC later this year AN D/O R Federal and State Grants for Transit Operating Assistance THEN Unfunded Service Concepts Can Be Implemented in Priority Order Depending on Amount of Additional Revenue Ranked Unfunded Concepts — Options #1 and #2 (CHART) Other OPT Expansion Proqram Notes • Bus Capital Availability o Program dependent on timing of bus acquisition and Federal grant source used for purchase o New buses requested not available until winter 2015 • Service Standards for Existing and Expanded Services o Passengers per service hour o No less than '/2 below system's average for each type of service (i.e., fixed- route, demand response) o Evaluation after introductory period of 12 months o Evaluation by OUTBoard/Transportation Advisory Board with recommendations to BOCC • Fares o Fixed-route: Collect nominal fare if technology permits (compatibility with Triangle Transit farecards) on all services except Hillsborough Circulator o Demand Response: Collect nominal fare ($3) for expanded structured services; keep higher fare for existing services o Vouchers to those who qualify for other social services (Medicaid, Work First, etc.) BOCC Options for Next Steps Manaqer's Recommendation: Tonight: Receive Presentation Endorse the proposed Triangle Transit ODX service; AND EITHER Endorse a bus service expansion program option, or combination thereof, for OPT; OR Delay endorsement of OPT expansion program given additional time to refine program details; OR Schedule Fall work session item if deemed appropriate. September: If endorse an OPT program option � Draft program document returns for BOCC consideration If BOCC does not endorse program option � Delay until September or later meeting OR Schedule Fall work session for refinement of recommended program
