He noted that the fire district tax rates included <br /> increases for the New Hope and White Cross districts. <br /> 2) County Employee Pay and Benefits Plan <br /> Provide a County employee pay and benefits plan that includes: <br /> a. Cost of Living Adjustment (COLA) of 1.5% for all permanent employees hired on or <br /> before June 30, 2014, effective July 1, 2014. <br /> b. Increase the salary range maximums by 1.5% to allow those employees at or <br /> exceeding the range to receive the 1.5% COLA. <br /> c. An Employee Performance Award in the amount of$500 (proficient performance) or <br /> $1,000 (exceptional performance), effective with WPPR review dates from July 1, 2014 <br /> to June 30, 2015. <br /> d. Continue the $27.50 per pay period County contribution to non-law enforcement <br /> employees' supplemental retirement accounts; increase the County match up to $1500 <br /> per year ($62.50 semi-monthly) based on employee contribution; continue the <br /> mandated Law Enforcement Officer contribution of 5.0% of salary; and increase the <br /> County's required contribution to the Local Governmental Employees' Retirement <br /> System (LGERS) for all law enforcement officers (LEOS). <br /> e. Funding to address an employee health insurance increase up to 14.35% over current <br /> premiums, effective January 1, 2015. <br /> f. Increase the living wage from $10.97 to $12.76 per hour. <br /> g. Extending the six-month hiring delay and the voluntary furlough program. <br /> h. Addressing increased costs for Retiree Health Benefits. <br /> 3) Modifications to County Manager's FY 2014-15 Recommended Annual Operating <br /> Budget <br />
