A motion was made by Commissioner porosin, seconded by Commissioner Price for <br /> the Board to: 1)consider creating a multijurisdictional task force of at least one year's duration <br /> to articulate, investigate, and propose collaborative solutions for solid waste issues confronting <br /> Orange County; the towns of Carrboro, Chapel Hill and Hillsborough; and the University of <br /> North Carolina at Chapel Hill; <br /> 2) plan to make BOCC appointments to the task force at the Board's June 17, 2014 regular <br /> meeting; and <br /> 3) solicit other representatives from the other jurisdictions, the University and the public (5 at <br /> large positions) as soon as possible; and <br /> 4) this task force will prioritize the proposed issues listed in this agenda item (listed below for <br /> information purposes) for its consideration for analysis. <br /> The charge to the group at the outset is to define the nature, scope, and timing of the <br /> solid waste issues to be considered, including but not limited to: <br /> * an interlocal agreement on solid waste; <br /> * reducing solid waste that is not recycled; <br /> * recycling opportunities and services; <br /> * siting a transfer station or landfill within the county; <br /> * supporting public education on solid waste issues; <br /> * construction and demolition waste; <br /> * assuring long-term partnership of the entities involved through an interlocal <br /> agreement <br /> on waste handling and disposal; <br /> * addressing equitable funding and mechanisms for establishing fees and making <br /> future <br /> joint decisions; <br /> * future use of closed landfill sites; <br /> * investigation of partnership possibilities involving neighboring jurisdictions; <br /> * feasibility of innovative and cost-effective, environmentally-sound methods of disposal <br /> of solid waste beyond burial; <br /> * potential inclusion of biosolids in long-range disposal plans; <br /> * emergency storm debris planning <br /> * treatment of communities impacted by siting of any facilities either within Orange <br /> County or beyond its borders to receive shipments of our waste. <br /> Commissioner Pelissier asked if it should be designated that one of the Commissioners <br /> will be the Chair; and she asked if any other issues can be added to this list. <br /> Commissioner porosin said he thinks the committee should select its own Chair. <br /> Commissioner Price agreed. <br /> Commissioner Rich said she has a problem with that. She agrees with Commissioner <br /> Gordon that this is something that the Board is financially responsible for, and one of the <br /> Commissioners should chair the meetings. <br /> Commissioner Rich moved a substitute motion, seconded by Commissioner McKee to <br /> include everything in the original motion, with a designation that that member of the Board of <br /> County Commissioners should be the Chair of this committee. <br /> Commissioner porosin asked John Roberts, if the substitute motion fails and then the <br /> original motion fails, whether either motion can be raised again. <br />
