He said there were 8 lines that comprise the area. <br /> He said this will lay those out in terms of what is really feasible, and it will include the <br /> preliminary engineering. He said this will give a more defined route for the lines and a better <br /> cost estimate. <br /> Commissioner porosin asked if the drawings that the task force looked at were <br /> preliminary engineering drawings. <br /> Michael Talbert said these were preliminary drawings, but they were not certified by an <br /> engineer. He said these were just a best guess by OWASA staff based on broad based <br /> estimates. <br /> Commissioner porosin asked if the contract for the outreach will be exclusively for the <br /> Jackson Center <br /> Michael Talbert said yes. He said this will be paid directly to the Jackson Center, and <br /> then the Center will sub-contract with RENA. <br /> PUBLIC COMMENT: <br /> Robert Campbell said he is a representative of the Rogers Road Neighborhood <br /> Association (RENA). He said RENA had been in collaboration with the Jackson Center about <br /> the work to be done. He said the goal was to put together a package that could be used by all <br /> of the municipalities for any other type of project to be complete in and around the Rogers <br /> Road neighborhood. He said surveys have been done in the past, but things have changed, <br /> including the layout of the neighborhood. He said the parcel being looked at here, has not <br /> changed. He said the data that has been gathered over the past 40 years is scattered; but <br /> with the mapping expertise of the Jackson Center is helping to consolidate this in order to <br /> move forward with this project. <br /> Elizabeth McCain is from the Jackson Center. She thanked the Board for their time <br /> and investment in this plan. <br /> A motion was made by Commissioner Rich, seconded by Commissioner Price for the <br /> Board to authorize the Chair to execute an Interlocal Agreement with OWASA for preliminary <br /> engineering services for waste water system Improvements (Attachment 5) to serve the <br /> Rogers Road Area, and an Agreement with the Jackson Center (to be drafted by the County <br /> Attorney) to work in partnership with the Rogers Eubanks Neighborhood Association (RENA) <br /> to undertake the community outreach initiative in the Rogers Road Community. A separate <br /> reimbursement agreement will be drafted by the County Attorney with both the Towns of <br /> Chapel Hill and Carrboro to reimburse the County for their share of the project, and will be <br /> presented to the Board at the September 4, 2014 regular meeting. <br /> VOTE: UNANIMOUS <br /> b.
