Consideration of a Unified Development Ordinance Text Amendment Related to <br /> Home Occupations (8:25 — 8:50) <br /> The Board received the Planning Board recommendation and made a decision on a <br /> Planning Board and Planning Director initiated text amendment to the Unified Development <br /> Ordinance (UDO). <br /> Ashley Moncado reviewed the following PowerPoint slides: <br /> Unified Development Ordinance <br /> Text Amendment <br /> Home Occupation Standards <br /> May 20, 2014 <br /> Item 7-a <br /> Purpose <br /> ■ To receive the Planning Board recommendation and make a decision on a Planning <br /> Board and Planning Director initiated text amendment to the Unified Development <br /> Ordinance. <br /> Review History <br /> ■ November 25, 2013 Quarterly Public Hearing <br /> ■ December 4, 2013 Planning Board <br /> ■ January 8, 2014 Planning Board <br /> ■ February 18, 2014 BOCC <br /> ■ April 2, 2014 Planning Board <br /> Ashley Moncado said a report has been presented that addresses reservation and <br /> concerns with impacts from the revisions to setback and screening standards, and this is <br /> included as attachment 4. She said the Planning Board has voted 4-2 to recommend approval <br /> of the UDO text amendment. She said no revisions have been made to the text amendment <br /> since its submission at the February 18th meeting. She noted that the amendment is proposed <br /> to take effect July 1 to allow time for outreach regarding the revised standards. <br /> Commissioner Price said she will vote for this, but she is still unsatisfied with the size of <br /> the setbacks. She feels it is excessive, and she would like to decrease the buffer to 15 feet. <br /> Chair Jacobs proposed a change of language in article 5, section 5.5.3.2 iii on page 5- <br /> 36 regarding use of accessory structures. He feels that the wording "structures built with <br /> suitable residential construction materials to resemble the appearance of a residential <br /> accessory structure" is too restrictive. He feels it should just say "materials not incompatible <br /> with a residential accessory structure." He said it is overreach by the government to tell people <br /> what their accessory structures should look like. He would rather see them err on the side of <br /> flexibility rather than put the planning staff in the position of having to police what is an <br /> acceptable material on somebody's property. <br /> Ashley Moncado said staff has discussed this, and they would be willing to change the <br /> language here tonight. <br /> Ashley Moncado referred to Commissioner Price's concern and said there is reference <br /> to the accessory structures and setback for a major home occupation in the text language on <br /> agenda page 26. She said the site plans were in attachment 4 on pages 44-47. <br /> Commissioner Price said there was also one on page 41. <br /> Ashley Moncado said these are regarding minor home occupations. She said the 40 <br /> foot setback is regarding the screening waiver. She said if a screening buffer is not provided <br />
