1 <br />ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: September 4, 2014 <br />Action Agenda <br />Item No. 6 -f <br />SUBJECT: Bid Award —Commercial Collection Truck for Recycling <br />DEPARTMENT: Solid Waste Management PUBLIC HEARING: (Y /N) No <br />Financial Services <br />ATTACHMENT(S): INFORMATION CONTACT: <br />Pricing Sheets Gayle Wilson, Solid Waste, 919 -968- <br />2885 <br />Clarence Grier, 919 - 245 -2453 <br />PURPOSE: To consider awarding a bid to Freightliner of Houston, 9550 North Loop East, <br />Houston, TX 77029 and GS Products, 322 Lavansville Road, Somerset, PA 15501 for a <br />Commercial Recycling Collection Truck for the Recycling Division of the Solid Waste <br />Management Department. <br />BACKGROUND: The 2014 -15 budget calls for the replacement of the commercial recycling <br />collection truck. This truck will be used to service all commercial locations with roll carts currently <br />collected by the recycling division, which services approximately 310 commercial establishments, <br />at least weekly. The specifications for this semi - automated truck include a smaller overall length <br />to help better maneuver in some of the small alleys, driveways and other constricted areas on the <br />commercial collection route. This truck also includes a packing feature, which the current truck <br />does not have, to compact the dumped material from the receiving hopper into the body chamber. <br />This feature will allow for increased capacity for the collection of recyclables and will provide the <br />ability to expand the commercial recycling program in the future. <br />While this truck will be primarily utilized for the collection of commercial sites, minor modifications <br />to the specifications will allow the truck to be utilized for the collection of multi - family sites as well <br />as provide emergency backup for rural curbside collection, if needed. Recycling division staff <br />demonstrated this truck for two days and were satisfied with its maneuverability and collection <br />capacity. <br />North Carolina General Statute (NCGS) 143- 129(e)(3) allows local governments to make <br />purchases through a competitive bidding group purchasing program, which is a formally <br />organized program that offers competitively obtained purchasing services at discount prices to <br />two or more public agencies. The HGACBuy is a cooperative purchasing group that meets the <br />requirements of NCGS 143- 129(e)(3). The specific contract number is HGACBuy Contract # <br />RH08 -12.
