22 <br /> 1 Chair Jacobs said there have been past discussions with DOT about adjusting their <br /> 2 standards so that they are not one size fit all. He said his concern would be that some of these <br /> 3 other boards that have interest in land use and preservation should be part of this discussion. <br /> 4 He would like people to have the opportunity to make choices. <br /> 5 Abigaile Pittman said staff has not yet begun to do detailed research or consultation with <br /> 6 other departments. She said this is a request to allow that research and then come back with <br /> 7 the findings. She said staff recognizes that there will be many interests to balance. <br /> 8 Commissioner McKee said he does not disagree with any of the statements that have <br /> 9 been made. He does want to offer the flipside of DOT road standards. He said there is at least <br /> 10 one subdivision in the County where residents have found the maintenance costs to be <br /> 11 impossible to meet, and they have asked the DOT to take this road. He said the request was <br /> 12 refused because the road did not meet standards. He said DOT is probably not going to <br /> 13 change their standards to accommodate any needs but their own. <br /> 14 Chair Jacobs said it was mentioned yesterday that the Board should petition the state <br /> 15 NCDOT to investigate alternative methods for the provision of public roads. He said the <br /> 16 arguments would need to be marshaled before there was any hope of success in this. He <br /> 17 suggested efforts should be made to put those arguments together. <br /> 18 <br /> 19 A motion was made by Commissioner Price seconded by Commissioner McKee to move <br /> 20 forward with the OUTBoard's recommendation to: <br /> 21 <br /> 22 1. Authorize the Planning staff to review the private road standards, access standards, and trail <br /> 23 system standards of the UDO; <br /> 24 2. Authorize the Planning Board to provide review comments to the Planning staff; <br /> 25 3. Authorize the Planning staff to solicit comments from Department of Environment, <br /> 26 Agriculture, Parks and Recreation staff and the Commission for the Environment and/or <br /> 27 Parks and Recreation Council; <br /> 28 4. Authorize the Planning staff to solicit comments from the Emergency Services staff and <br /> 29 the Fire Chief's Council; and <br /> 30 5. Return to the BOCC in the Fall of 2014 with an update and request to proceed with text <br /> 31 amendment(s). <br /> 32 <br /> 33 VOTE: UNANIMOUS <br /> 34 <br /> 35 8. Reports <br /> 36 <br /> 37 a. Report of the Human Relations Commission (HRC) <br /> 38 The Board received and discussed the Human Relation Commission's (HRC) position <br /> 39 regarding the establishment of a subcommittee that focuses on matters of the equitable <br /> 40 treatment of women. <br /> 41 James Davis reviewed the highlights of the report. He said the HRC has discussing an <br /> 42 issue presented by the Board regarding the reinstallation of the Commission for Women or the <br /> 43 creation of a subcommittee to address the equitable treatment of women. He said this report <br /> 44 highlights the points of this discussion. He said this includes a recommendation that the HRC <br /> 45 continue to do its duty to carry out the mission of the equitable treatment of everyone and to <br /> 46 increase its awareness and involvement in issues regarding women. <br /> 47 He said the HRC further recommended that if there are any identified inequities in the <br /> 48 County, the Board would permit a consultant to figure out what those inequities were with <br /> 49 regard to wage and salary and to administer a charge on how to address those. <br /> 50 <br />
