She said there are currently 63 home occupations with a
log showing back to 10 years, and these will continue to be logged moving forward.
Commissioner Dorosin asked for an electronic copy of this to be provided to the Board
of County Commissioners, with an update annually.
Chair Jacobs said the Board had asked for periodic updates from the planning
department, and this could fit into those reports. He would like to see updates regarding new
agricultural enterprises and new home occupations as a result of the changes approved tonight.
Commissioner Dorosin said work could potentially be done with economic development
to support these new occupations.
Michael Talbert said the first report from the planning department, and he will email this
to the Board tomorrow.

VOTE: 6-1 (Commissioner Gordon)

b. Addition of the Unified Development Ordinance to the Code of Ordinances of
Orange County, North Carolina
The Board considered codifying Orange County's Unified Development Ordinance
("UDO") by adding it to the Code of Ordinances of Orange County, North Carolina (the "Code")
as Appendix A thereto and authorizing the Chair to sign.
John Roberts said this process started in 1996 when the Board at that time voted for
and authorized staff to work with Municode to codify all of Orange County's ordinances at that
time. He said for various reasons that never happened. He said an unofficial code of
ordinances has been available and regularly updated on the County website. He said people
would refer to it, but the only actual ordinances were maintained in the offices of the clerk,
which caused confusion. He said the Board in 2011 codified all of the general ordinances, and
those are now available through a published document available in the clerk's office and on the
internet.
He said staff is now asking the Board to add the Unified Development Ordinance (UDO)
to that codification, as appendix 1. He said this will allow it to be plead and proven in courts, as
the code of ordinances.
John Roberts said the second to last paragraph reads "be it further resolved a recently
adopted amendment to the UDO, ordinance 2014-17, related to kennels, which was adopted in
April of this year, is not included." He said a motion would be needed to include in this
statement the home occupations and agricultural support enterprises text amendments that
were adopted tonight.
Chair Jacobs clarified that the statement should read "be it further resolved a recently
adopted amendment to the UDO, ordinance 2014-17, related to kennels, home occupations
and agricultural support enterprises, adopted in April and May of 2014 are not included in the
unified development ordinance proofs."
Commissioner Rich asked if this will be updated annually.
John Roberts said it is updated as often as staff sends in notifications to Municode, and
this is usually done quarterly. He said Municode updates the website and sends a republication
amendment to the County. He said any text amendment that is adopted will be effective. He
