She asked how defensible <br /> 27 this will be, as it is difficult to ask a business to determine how much water they will use. She is <br /> 28 curious as to how this would be managed. <br /> 29 Perdita Holtz said it is going to be one piece of the puzzle, and the ground water <br /> 30 analysis will tell them the drill rates on the particular piece of property and how much water <br /> 31 would be available to be used. She noted that this can vary tremendously throughout the <br /> 32 County. She said this information would be used in deciding whether to approve or not approve <br /> 33 a particular application. <br /> 34 Commissioner McKee asked if he is correct in saying that bona fide farms do not have <br /> 35 to use this. <br /> 36 Perdita Holtz said bona fide uses on the farm would not have to be considered, but the <br /> 37 uses being added to the UDO are not considered bona fide farm uses. She said the existing <br /> 38 bona fide farm use would not be part of the calculation. <br /> 39 Commissioner Price said that when new subdivisions were being put in there was <br /> 40 concern with the water flow, but the County could not regulate that. She asked how this is any <br /> 41 different. <br /> 42 Perdita Holtz said staff is asking for a study to be done to determine if there is water <br /> 43 flow available on the property for the use. <br /> 44 Commissioner Gordon said this has been discussed, and she feels confident that this <br /> 45 can be calculated. She thinks it is important to keep this analysis in there. She said this <br /> 46 County is fortunate to have a pure water supply, but there is not a lot of water. She said the <br /> 47 point was made in the public hearing that it would be important to find out if the use was <br /> 48 comparable to a residential use. She said she lives in an area that does not have a lot of <br /> 49 groundwater, and this would be important in areas like that. She urged the Board to keep this <br /> 50 requirement. <br />
