13 1 2 Advisory Board Review & Recommendations 3 • Agricultural Preservation Board has reviewed three times 4 • Supports moving forward with amendments 5 • Planning Board reviewed twice prior to quarterly public hearing and again at April 2 6 meeting to make a recommendation 7 • Unanimous recommendation to approve 8 • Planning Director also recommends approval 9 10 Text Changes 11 • Color coding in Attachment 2 12 • Green text is changes proposed after the quarterly public hearing to correct 13 errors, clarify intent, and address issues of legal sufficiency 14 15 Recommendation 16 - Receive the Planning Board's recommendation of approval; 17 - Close the public hearing; and 18 - Deliberate as necessary and decide accordingly and/or adopt the Ordinance in 19 Attachment 2 which approves the amendments. 20 21 A motion was made by Commissioner McKee, seconded by Commissioner Rich to 22 receive the planning board's recommendation and close the public hearing. 23 24 VOTE: UNANIMOUS 25 26 Commissioner Price asked about the water supply analyses. She asked how defensible 27 this will be, as it is difficult to ask a business to determine how much water they will use. She is 28 curious as to how this would be managed. 29 Perdita Holtz said it is going to be one piece of the puzzle, and the ground water 30 analysis will tell them the drill rates on the particular piece of property and how much water 31 would be available to be used. She noted that this can vary tremendously throughout the 32 County. She said this information would be used in deciding whether to approve or not approve 33 a particular application. 34 Commissioner McKee asked if he is correct in saying that bona fide farms do not have 35 to use this. 36 Perdita Holtz said bona fide uses on the farm would not have to be considered, but the 37 uses being added to the UDO are not considered bona fide farm uses. She said the existing 38 bona fide farm use would not be part of the calculation. 39 Commissioner Price said that when new subdivisions were being put in there was 40 concern with the water flow, but the County could not regulate that. She asked how this is any 41 different. 42 Perdita Holtz said staff is asking for a study to be done to determine if there is water 43 flow available on the property for the use. 44 Commissioner Gordon said this has been discussed, and she feels confident that this 45 can be calculated. She thinks it is important to keep this analysis in there. She said this 46 County is fortunate to have a pure water supply, but there is not a lot of water. She said the 47 point was made in the public hearing that it would be important to find out if the use was 48 comparable to a residential use. She said she lives in an area that does not have a lot of 49 groundwater, and this would be important in areas like that. She urged the Board to keep this 50 requirement.
