Comprehensive Plan and Unified Development Ordinance Text Amendments <br /> 2 for Agricultural Support Enterprises Outside of the Rural Buffer Land Use <br /> 3 Classification - Public Hearing Closure and Action (No Additional Comments <br /> 4 Accepted) <br /> 5 The Board received the Planning Board's recommendation, closed the public hearing, <br /> 6 and made a decision on Planning Director initiated text amendments to the Comprehensive <br /> 7 Plan and Unified Development Ordinance (UDO) to implement a program commonly referred to <br /> 8 as "Agricultural Support Enterprises" outside of the Rural Buffer land use classification. <br /> 9 Perdita Holtz said the purpose tonight is to make a decision on a long standing item. <br /> 10 She presented the following PowerPoint slides: <br /> 11 <br /> 12 Agricultural Support Enterprises Outside of the Rural Buffer Land Use Classification <br /> 13 <br /> 14 Unified Development Ordinance & Comprehensive Plan Amendments <br /> 15 • Presented at February 24, 2014 quarterly public hearing <br /> 16 • Create new conditional zoning district (ASE-CZ) <br /> 17 • Add additional permitted uses to some of the existing general use zoning districts <br /> 18 • Create use-specific standards for the new uses <br /> 19 • Update some existing development standards <br /> 20 • Add definitions <br /> 21 • Amend Land Use/Zoning Matrix in Comprehensive Plan <br /> 22 <br /> 23 Purpose of Amendment <br /> 24 • Augment allowable uses famers can pursue in order to generate additional farm-related <br /> 25 income and to potentially allow farming support/related uses in rural areas while <br /> 26 minimizing any adverse impacts on adjoining property. <br /> 27 • Intent is to better enable farmers to keep farming which will help preserve the <br /> 28 rural heritage of Orange County and lessen pressure to sell farmland for <br /> 29 conversion to residential uses. <br /> 30 • Balance between rights of property owner and rights of neighboring property <br /> 31 owners <br /> 32 History <br /> 33 • A work-in-progress since 2001 <br /> 34 ➢ Need for Conditional Zoning construct was one of the "sticking points" <br /> 35 ➢ We now have this type of zoning in the UDO <br /> 36 <br /> 37 Two Proposed ASE Amendments <br /> 38 • Outside of Rural Buffer land use classification <br /> 39 • Within Rural Buffer land use classification <br /> 40 • Requires amendments to Joint Planning Area documents <br /> 41 • Orange County, Towns of Chapel Hill & Carrboro must approve JPA <br /> 42 amendments <br /> 43 • March 27, 2014 joint public hearing for JPA amendments <br /> 44 • Governing boards scheduled to consider JPA amendments at <br /> 45 meetings in June <br /> 46 • The three separate Planning Boards have all recommended <br /> 47 approval of the JPA amendments to their respective governing <br /> 48 boards <br /> 49 • Public hearing for UDO/Comprehensive Plan amendments was adjourned to the <br /> 50 September 4 BOCC meeting <br />
