41 <br /> 1 Commissioner Pelissier rejected the friendly amendment. She said she agrees that the <br /> 2 University should be involved, but she is not sure if this is necessary for the interlocal <br /> 3 agreement. She will let her motion stand as-is. <br /> 4 Commissioner Dorosin said he will not vote for this motion because it has taken citizens <br /> 5 out of the process. He said the idea that there are decisions to be made without citizens and <br /> 6 decisions to be made with citizens is against participatory democracy and transparency. <br /> 7 Commissioner Price said she will vote against it for the same reasons. <br /> 8 Commissioner McKee said he agreed with the idea of citizen participation, but <br /> 9 governments should have the first shot at the interlocal agreement. <br /> 10 <br /> 11 VOTE: Ayes, 4 (Commissioner Pelissier, Commissioner Rich, Commissioner McKee, <br /> 12 Commissioner Gordon), Nays, 3 (Chair Jacobs, Commissioner Dorosin, and Commissioner <br /> 13 Price) <br /> 14 <br /> 15 8.
