31 <br /> 1 Site Photograph —4 <br /> 2 Site Photograph -5 <br /> 3 Site Photograph — 6 <br /> 4 <br /> 5 Neighborhood Information Meeting: <br /> 6 - Held on October 3, 2013 at the West Campus Office Building. <br /> 7 - Approximately 16 people in attendance. <br /> 8 - Concerns were expressed over proposed density <br /> 9 Staff comment: The proposed density is consistent with the UDO (i.e. 1 unit for every 5 <br /> 10 acres) <br /> 11 - Concerns were expressed over stream crossings and clearing of existing vegetation <br /> 12 Staff comment: Stream crossings will require permitting. They are consistent with UDO. <br /> 13 - Concerns were expressed over the possible disturbance of an existing beaver dam. <br /> 14 Staff comment: according to the applicant, the dame has been removed. <br /> 15 - Questions related to compliance with stormwater standards <br /> 16 Staff comment: project will have to comply with County stormwater regulations. <br /> 17 <br /> 18 Planning Board Meeting <br /> 19 - Held on May 7, 2014 at the West Campus Office Building <br /> 20 - No residents were present to speak on the matter <br /> 21 - PB asked questions regarding adequate turn lanes from Dairyland Road, Orange County <br /> 22 Emergency Services Fire Water Collection, and School Assignments. <br /> 23 <br /> 24 Staff Comments: <br /> 25 1. NCDOT will not require a turn lane on Dairyland Road. <br /> 26 2. 17 lots are located within the Chapel Hill-Carrboro Schools. The remaining 3 lots are within <br /> 27 Orange County Schools. <br /> 28 3. A wet pond and access drive to meet the fire protection needs has been provided. <br /> 29 <br /> 30 Pat Mellot said this is a major subdivision of 20 lots proposed off Dairyland Road. He <br /> 31 reviewed the maps and photos. He said the site is designated rural buffer. He said the plat is <br /> 32 the same as the concept plan that was approved last year. He reviewed the recommendation <br /> 33 and introduced the applicant, Michael Neal. <br /> 34 Michael Neal said he is representing the owners of this project. He gave background on <br /> 35 the subdivision and how it came to be. He reviewed the topographical maps and said the <br /> 36 stream buffers and flood plains came out to be a total of 25 acres. He said the steep slopes <br /> 37 were also preserved. He said a recreation area was located next to the roundabout, as well as a <br /> 38 spring fed water source, as requested by the fire department. He said the flood plains, steep <br /> 39 slopes, recreation, and fire protection areas combined will leave 37 percent of the site <br /> 40 preserved. <br /> 41 He said the remaining useable land was then divided into lots. He said the result was a <br /> 42 conservation themed sub-division where the environmental areas were preserved. He said the <br /> 43 total project area is 104.5 acres, and the proposed open space is 38.5 acres, which exceeds <br /> 44 the required amount of open space by 4.2 acres. He said each lot has a viable septic area. He <br /> 45 said the two roads in the neighborhood will be built according to DOT specifications, and a pond <br /> 46 will be supplied to provide fire protection to the homes. He said there is a plan to petition the <br /> 47 Chapel Hill-Carrboro City School (CHCCS) system to take the 3 Orange County School (OCS) <br /> 48 district properties, to avoid having two bus routes in the neighborhood. <br /> 49 <br />
