29
1 Commissioner Gordon said she would prefer a full map of Orange County for both
2 option 1 and option 2.
3 Commissioner Gordon asked what the southern county zoning route is.
4 Bret Martin said that is the same concept as what was put together for the north eastern
5 and north western, and it would be a dial a ride service with scheduled pick up.
6 Commissioner Price said she was hoping to have balance on these fares, since some
7 employers in Durham are giving out free fare passes, and there are free bus fares in Chapel
8 Hill. She would like to find a way to equalize this, as some people will have to take different
9 types of transportation. She said she wouldn't want to charge for some routes and not others.
10 She said bus fares in the past have not really paid for the bus service, but it is good to have
11 fares to show good stewardship. She wants to see balance and equity in the charges for all of
12 the different modes.
13 Chair Jacobs said there will be discussion of this at a future work session. He said he
14 would like to explore offering passes to Orange County employees who commute. He would
15 like to add this to the conversation in the fall.
16 Commissioner Pelissier referred to Commissioner Gordon's questions. She noted that
17 on page 17 of the plan adopted by Durham and Orange County, an express route between
18 Mebane, Hillsborough and Durham is listed. She said this route is implementation of that plan
19 that was adopted
20
21 A motion was made by Commissioner Pelissier, seconded by Commissioner Rich for the
22 Board to:
23
24 1. Endorse the proposed ODX service to be operated by TTA in central Orange County; and
25 2. Receive and consider any possible necessary discussion regarding the proposed
26 program Options #1 and #2 (Attachment 3) for OPT and potentially consider endorsement of
27 one of the options if deemed appropriate at this time.
28
29
30 Commissioner Gordon said she knows that the ODX route is on the plan. She said her
31 question was regarding other routes that will be brought up in the 5 year period and how the
32 OPT routes fold in.
33
34 VOTE: UNANIMOUS
35
36 Commissioner McKee said he understands that this will be coming back in the fall. He
37 said the sooner the better for staff, and he suggested this be scheduled in September.
38 Bret Martin said this is currently scheduled for the September 11 work session, but that
39 was a tentative placeholder.
40 Commissioner Pelissier requested more information about existing services, especially
41 related to the zonal routes. She is not sure how these differ from the existing response demand
42 routes. She does not understand how the proposed additions fit into what is already being
43 done. She does not have a clear picture of whether or not we are saturated. She is aware that
44 some of the service is paid through Medicaid, but she would like to see a big picture of what is
45 being added.
46 Commissioner McKee said he would like clarification on whether these zonal routes
47 make more sense as a comprehensive approach compared to the route in Efland.
48 Bret Martin said he will work to pull all of this information together for the September
49 meeting.
