He noted that the fire district tax rates included <br /> 4 increases for the New Hope and White Cross districts. <br /> 5 <br /> 6 2) County Employee Pay and Benefits Plan <br /> 7 <br /> 8 Provide a County employee pay and benefits plan that includes: <br /> 9 <br /> 10 a. Cost of Living Adjustment (COLA) of 1.5% for all permanent employees hired on or <br /> 11 before June 30, 2014, effective July 1, 2014. <br /> 12 b. Increase the salary range maximums by 1.5% to allow those employees at or exceeding <br /> 13 the range to receive the 1.5% COLA. <br /> 14 c. An Employee Performance Award in the amount of$500 (proficient performance) or <br /> 15 $1,000 (exceptional performance), effective with WPPR review dates from July 1, 2014 <br /> 16 to June 30, 2015. <br /> 17 d. Continue the $27.50 per pay period County contribution to non-law enforcement <br /> 18 employees' supplemental retirement accounts; increase the County match up to $1500 <br /> 19 per year ($62.50 semi-monthly) based on employee contribution; continue the mandated <br /> 20 Law Enforcement Officer contribution of 5.0% of salary; and increase the County's <br /> 21 required contribution to the Local Governmental Employees' Retirement System <br /> 22 (LGERS) for all law enforcement officers (LEOS). <br /> 23 e. Funding to address an employee health insurance increase up to 14.35% over current <br /> 24 premiums, effective January 1, 2015. <br /> 25 f. Increase the living wage from $10.97 to $12.76 per hour. <br /> 26 g. Extending the six-month hiring delay and the voluntary furlough program. <br /> 27 h.
