Application for North Carolina Education Lottery Proceeds for Chapel Hill — Carrboro 10 City Schools (CHCCS) and Contingent Approval of Budget Amendment# 9-A Related 11 to CHCCS Capital Project Ordinances 12 The Board approved an application to the North Carolina Department of Public Instruction to 13 release funds from the NC Education Lottery account related to FY 2013-14 debt service 14 payments for Chapel Hill —Carrboro City Schools, and to approve Budget Amendment#9-A 15 (amended School Capital Project Ordinances), contingent on the State's approval of the 16 application and authorized the Chair to sign. 17 g. Approval of Public Safety 9-1-1 Center Improvements and Budget Amendment#9-B 18 The Board approved Budget Amendment#9-B to utilize funds from the Emergency 19 Telephone Fund to upgrade equipment; provide Computer Aided Dispatch licenses for 20 response stakeholders; implement a preventive maintenance program; and implement a 21 robust sanitation program to minimize the spread of communicable disease within the 9-1-1 22 Center and authorized the Manager to sign. 23 h. Authorization and Issuance of Up to $15,500,000 General Obligation Refunding Bonds 24 The Board approved a resolution and bond order authorizing the issuance of general 25 obligation refunding bonds in the maximum amount of$15,500,000 to refinance existing 26 County bonds. 27 i. Resolution of Approval —Conservation Easement for Jason and Rebecca Davis and 28 Approval of Budget Amendment #9-C 29 The Board adopted a resolution, which is incorporated by reference, to approve the 30 acceptance by Orange County of a conservation easement to protect a portion of a property 31 owned by Jason and Rebecca Davis; and to approve Budget Amendment#9-C and 32 authorized the Chair to sign, subject to final review by staff and the County Attorney. 33 j. Resolution of Approval —Amendment to the Volpe Conservation Easement 34 The Board adopted a resolution, which is incorporated by reference, to approve an 35 amendment to a conservation easement held by Orange County for property owned by 36 Mark and Lori Volpe and authorized the Chair to sign. 37 k. Resolution of Approval —Amendment to the Shy Conservation Easement 38 The Board adopted a resolution, which is incorporated by reference, to approve an 39 amendment to a conservation easement held by Orange County for property owned by Carl 40 and Eve Shy and authorized the Chair to sign. 41 I. Comprehensive Plan and Unified Development Ordinance Outline and Schedule for 42 Upcoming Item — UDO Text Amendment Related to Neighborhood Information 43 Meetings for Special Use Permit Applications 44 The Board approved the process components and schedule for a Planning Director initiated 45 item for amendments to the Unified Development Ordinance recommended for hearing at 46 the September 8, 2014 Quarterly Public Hearing. 47 m. Legal Advertisement for Quarterly Public Hearing —September 8, 2014 48 The Board approved the (amended) legal advertisement for items to be presented at the 49 joint Board of County Commissioners/Planning Board Quarterly Public Hearing scheduled 50 for September 8, 2014.
