He said local government includes the towns. He said this <br /> 11 initiative would be especially valuable during inclement weather periods. <br /> 12 Commissioner Gordon asked about the slide referencing the Southern Human Services <br /> 13 Center master plan. She asked if the plan will avoid future building footprints when placing <br /> 14 geothermal wells. She asked that this be considered when planning. <br /> 15 Wayne Fenton said one of the beautiful parts of having this at the beginning of the <br /> 16 process is the ability to incorporate it with overall planning. He said potential building pads can <br /> 17 be avoided. <br /> 18 Commissioner Gordon applauded this effort. <br /> 19 Chair Jacobs said he is glad to see that there will be a sustainability coordinator. He <br /> 20 said this is a great total package, but he has a few concerns. <br /> 21 He said there are still faucets at the Central Orange Senior Center that run for 30 <br /> 22 seconds, and he has asked about this twice before. He said this is not a way to have water <br /> 23 efficiency. <br /> 24 Chair Jacobs said, despite the fact that it has been stated, it still does not seem to be <br /> 25 the County policy to avoid using Styrofoam and plastic ware. He said this is the policy, and he <br /> 26 would like to make sure that people follow it. <br /> 27 Chair Jacobs said he hopes to be able to talk to the new sheriff about using local foods <br /> 28 in the jail kitchen. <br /> 29 <br /> 30 3. State of the Environment 2014/ Environmental Summit <br /> 31 Rich Shaw said this will be the 5th edition of the State of the Environment Report. He <br /> 32 said this is being developed by the CfE with staff help. He said this will be done next month <br /> 33 and unveiled at the environmental summit on May 30th <br /> 34 He said this report will outline the health of the environment with regard to air resources, <br /> 35 water resources, and land resources. He said the format of the reports has stayed constant, <br /> 36 but there are improvements each time. <br /> 37 He said the summit will be held on May 31 from 9:30am-noon at the Maple View <br /> 38 Agricultural Environmental Center. <br /> 39 <br /> 40 4. Next Steps - Strategic Communications Plan <br /> 41 Chair Jacobs suggested that the Board ask questions about this item to the individual <br /> 42 department heads, instead of having a presentation. <br /> 43 Michael Talbert said on January 31, 2014 the Board held a Retreat and discussed the <br /> 44 need for an Orange County Strategic Communications Plan. He said as he looked at plans he <br /> 45 considered three previous failed strategic technology plans, and these were all staff generated <br /> 46 plans. He did not think staff could do justice and bring something that would work for the entire <br /> 47 Board. He said he put together a three step process that he hopes the Board will like. He said <br /> 48 the Manager-appointed Communications Plan Committee met to discuss how the County could <br /> 49 move forward with a Strategic Communications Plan and the following questions were raised: <br /> 50 <br />
