He said the policy for TARPO was to submit the <br /> 3 projects across all modes, and rank them in order, regardless of mode, and assign points <br /> 4 based on how each jurisdiction ranks their projects. He said there aren't really any promising <br /> 5 projects after receiving the state scores. He said it is possible that the NC54 widening project <br /> 6 between Orange Grove Road and Old Fayetteville Road may receive some attention. He said it <br /> 7 is eligible for funding at the regional tier, and it is also the highest scoring project using <br /> 8 TARPO's scoring methodology; however it did not score well compared to other regional tier <br /> 9 projects. <br /> 10 Chair Jacobs said the Board had been encouraged to re-prioritize projects based on <br /> 11 what was likely to be funded. He said part of this discussion involved moving Orange Grove <br /> 12 Road ahead of South Churton Street. <br /> 13 John Roberts agreed that this is a good idea, given the cost of the project and the <br /> 14 availability of money in the division tier. <br /> 15 Commissioner Pelissier said she is an alternate on the MPO and this has been the <br /> 16 strategy recommended by all of the MPOs, as there is so little money available. She said this <br /> 17 process is new and no one knows what the outcome will be. <br /> 18 Commissioner Gordon agreed that this has been the strategy, and the list also <br /> 19 reprioritizes by mode and is a much better list. She would enthusiastically support the new <br /> 20 prioritization. <br /> 21 Commissioner Price said she has served on TARPO, and this process is very difficult. <br /> 22 She said the process seems to favor projects that link major economic districts to other major <br /> 23 economic districts. She said this is about highways and less about connectivity within city or <br /> 24 county. She said it would be good to get the 54 widening, but it is going to be difficult. <br /> 25 <br /> 26 A motion was made by Commissioner Gordon, seconded by Commissioner Price to <br /> 27 approve the resolutions (Attachments 1 and 4) as written, except to reconfigure the lists of <br /> 28 priority transportation projects submitted to the TARPO and DCHC MPO, to prioritize Orange <br /> 29 Grove extension as #1, and South Churton Street as #2. <br /> 30 <br /> 31 VOTE: UNANIMOUS <br /> 32 <br /> 33 A motion was made by Commissioner Gordon, seconded by Commissioner Price to also <br /> 34 approve the related Attachments 2, 3, 5, and 6. <br /> 35 <br /> 36 VOTE: UNANIMOUS <br /> 37 <br /> 38 8.
