30 <br /> 1 Commissioner Rich moved a substitute motion, seconded by Commissioner McKee to <br /> 2 include everything in the original motion, with a designation that that member of the Board of <br /> 3 County Commissioners should be the Chair of this committee. <br /> 4 <br /> 5 Commissioner Dorosin asked John Roberts, if the substitute motion fails and then the <br /> 6 original motion fails, whether either motion can be raised again. <br /> 7 John Roberts said an identical motion cannot be made again at the same meeting. He <br /> 8 offered to verify this. <br /> 9 John Roberts said rule 20 of the Board's rules of procedure states that a defeated <br /> 10 motion may not be renewed at the same meeting. He said it can be brought back at a second <br /> 11 meeting, on the 17th <br /> 12 <br /> 13 Commissioner Dorosin suggested that Commissioner Rich withdraw the substitute <br /> 14 motion to allow a vote on the original motion first. <br /> 15 Chair Jacobs said there could be discussion about the designation of the Chair at the <br /> 16 first committee meeting. <br /> 17 Commissioner Rich questioned what will happen if one of the citizens wants to Chair the <br /> 18 committee but has no experience. She said someone who is actively involved in meetings and <br /> 19 has experience should be the Chair. <br /> 20 Commissioner Dorosin said he puts his confidence in the group that is selected to <br /> 21 choose a competent Chair. <br /> 22 Commissioner McKee said Orange County is the lead agency and the responsible <br /> 23 government unit proposing to set up this group. As such, he feels that the Board should accept <br /> 24 the responsibility of having a Commissioner as the Chair. <br /> 25 Commissioner Rich withdrew her substitute motion, and Commissioner McKee withdrew <br /> 26 his second. <br /> 27 <br /> 28 VOTE (Original Motion): Ayes, 4 (Chair Jacobs, Commissioner Dorosin, Commissioner <br /> 29 Rich, and Commissioner Price); Nays, 3 (Commissioner Pelissier, Commissioner Gordon, and <br /> 30 Commissioner McKee) <br /> 31 <br /> 32 A motion was made by Commissioner Rich, seconded by Commissioner McKee that <br /> 33 one of the two Orange County Commissioners will be the Chair of the newly formed committee. <br /> 34 <br /> 35 VOTE: Ayes, 5 (Chair Jacobs, Commissioner Rich, Commissioner McKee, <br /> 36 Commissioner Price, and Commissioner Gordon); Nays, 2 (Commissioner Price and <br /> 37 Commissioner Dorosin) <br /> 38 <br /> 39 Donna Baker clarified that these positions will be advertised and will be at-large <br /> 40 residents. <br /> 41 Chair Jacobs said yes. <br /> 42 <br /> 43 Michael Talbert asked if the Board wants to see a draft agreement prior to this work <br /> 44 group approving an agreement first. He said his understanding is that this group will start with <br /> 45 a draft and then come back with something. <br /> 46 Commissioner Gordon questioned whether there needs to be some type of agreement <br /> 47 with the towns. She said there is a draft that has not been passed, and it clarifies the contract <br /> 48 with the towns for urban curbside recycling. <br />
