FY 2014-15 Home and Community Care Block Grant for Older Adults Funding Plan <br /> 6 The Board approved the recommended Home and Community Care Block Grant (HCCBG) for <br /> 7 Older Adults Funding Plan for FY 2014-15 and authorized the Chair to sign. <br /> 8 e. Orange County ABC Board Travel Policy <br /> 9 The Board approved the Orange County Alcoholic Beverage Control (ABC) Board's adoption <br /> 10 and continued use of Orange County's travel policy. <br /> 11 f. Commemorative Plaque Proof for Recently Commissioned Facilities <br /> 12 The Board approved a general commemorative plaque proof in order that the commemorative <br /> 13 plaques can be manufactured and installed for recently commissioned County facilities. <br /> 14 g. Potential Funding Assistance for Fairview Community Watch through Orange <br /> 15 Tennis Club <br /> 16 The Board approved a request for $2,000 in matching funds for Fairview Community Watch <br /> 17 Summer Monitoring Program at the County's Fairview Park. <br /> 18 h. Changes in BOCC Regular Meeting Schedule for 2014 <br /> 19 The Board approved the following changes to the County Commissioners' regular meeting <br /> 20 calendar for 2014: Changing the remaining 2014 BOCC meetings, starting in September, <br /> 21 originally scheduled for the Link Government Services Center and Hillsborough Commons <br /> 22 (DSS Meeting Room) TO the newly renovated Whitted Building Meeting Room at 300 West <br /> 23 Tryon St., Hillsborough, N.C. <br /> 24 i. Memorandum of Agreement with Town of Hillsborough to Protect Archaeological <br /> 25 Resources on Town and County Properties within the Town Limits <br /> 26 The Board approved and authorized the Manager to sign the revised memorandum of <br /> 27 agreement between the Town of Hillsborough and the County for the preservation of cultural <br /> 28 and archaeological resources. <br /> 29 <br /> 30 7. Regular Agenda <br /> 31 <br /> 32 a. Improvements in the Historic Rogers Road Neighborhood (8:10-8:30) <br /> 33 The Board considered authorizing the Chair to execute an Interlocal Agreement with <br /> 34 OWASA for preliminary engineering services for waste water system Improvements <br /> 35 (Attachment 5) to serve the Rogers Road Area, and an Agreement with the Jackson Center (to <br /> 36 be drafted by the County Attorney) to work in partnership with the Rogers Eubanks <br /> 37 Neighborhood Association (RENA) to undertake the community outreach initiative in the Rogers <br /> 38 Road Community. A separate reimbursement agreement will be drafted by the County Attorney <br /> 39 with both the Towns of Chapel Hill and Carrboro to reimburse the County for their share of the <br /> 40 project, and will be presented to the Board at the September 4, 2014 regular meeting. <br /> 41 Michael Talbert reviewed the history of this item as outlined in the abstract. He noted <br /> 42 that there are several resolutions included from the towns, indicating their willingness to move <br /> 43 these items forward. He said OWASA met on May 8th and approved the interlocal agreement <br /> 44 and the scope of services for preliminary engineering. He said the next step is to move this <br /> 45 forward for the neighborhood, and Orange County will become the contracting agent. He said <br /> 46 this will come back at a later date with request for approval of a cost share agreement of 43 <br /> 47 percent for the County, 43 percent for Chapel Hill, and 14 percent for Carrboro. He said the <br /> 48 total cost is $180,000, and the County has already approved a budget amendment of$77,400, <br /> 49 which equates to 43 percent. He said the two towns should approve their amounts in the fall, <br /> 50 and the town managers have assured staff that this money is in next year's budget. <br />
