14 <br /> 1 The Hook-Lift Truck has been scheduled to be purchased in FY 2014/15. <br /> 2 <br /> 3 Staff has a desire to minimize the General Fund contribution to the Solid <br /> 4 Waste/Sanitation budget. Staff also attempts to maintain ongoing judicious oversight of <br /> 5 expenditures, which has resulted in a Department FY 13/14 under-expenditure sufficient <br /> 6 to fund the $193,225 truck purchase. Based upon discussion by the Finance Director, <br /> 7 County Manager and Solid Waste Director of the projected under-expenditure sufficient <br /> 8 enough to purchase the truck, and at the recommendation of the Director(with the <br /> 9 objective of limiting general fund contributions to the solid waste budget by not adding <br /> 10 the $193,225 to the already requested $1,856,543), a general consensus was reached that <br /> 11 advancing the purchase of the truck presented a financial opportunity and was a prudent <br /> 12 financial decision, given that the advance purchase period was only about 2-3 months <br /> 13 prior to the FY 2014/15 scheduled purchase. <br /> 14 <br /> 15 Sanitation's Hook-Lift trucks are seeing significantly increased mileage hauling to the <br /> 16 Durham Transfer Station and prompt replacement is necessary to maintain reliable <br /> 17 collection and disposal schedules. <br /> 18 <br /> 19 Gayle Wilson said the hook lift truck was scheduled to be purchased in the 2014-2015 <br /> 20 budget; however it is a sanitation truck. He said that was included in the general fund <br /> 21 contribution. He said if this had been continued and purchased, it would have been bid on in <br /> 22 July and approved in September. He said at the end of the year it was projected that there <br /> 23 would be sufficient unspent funds in the sanitation budget to purchase the truck. He said the <br /> 24 decision was made to purchase it out of unspent funds instead of adding this to the general <br /> 25 fund. He said this would reduce the recommended general fund contribution to sanitation and <br /> 26 allow purchase of the truck 3 months earlier than otherwise planned. <br /> 27 Commissioner Gordon asked if this is just a matter of which year the general fund <br /> 28 contribution will be reduced. <br /> 29 Gayle Wilson said this will reduce the general fund contribution next year. He said <br /> 30 staff's recommendation does not include that truck, as it is proposed to be purchased this year. <br /> 31 Clarence Grier said the truck will be purchased with solid waste funds that are available <br /> 32 in the solid waste budget for this current 2013-2014 fiscal year. He said this will not increase <br /> 33 the general funds contribution for sanitation for this year or next fiscal year. <br /> 34 Commissioner Gordon said she wants to make sure that the general fund contribution is <br /> 35 less for next year if this was purchased this year. <br /> 36 <br /> 37 A motion was made by Commissioner Rich, seconded by Commissioner Pelissier to <br /> 38 award a bid to Freightliner of Austin, 1701 Smith Road, Austin, TX for a Hook Lift Truck at a <br /> 39 delivered cost of$193,225 for the Sanitation Division of the Solid Waste Management <br /> 40 Department. <br /> 41 <br /> 42 VOTE: UNANIMOUS <br /> 43 <br /> 44 a.
