6 <br /> 1 the McGowan Creek Preserve near the Eno River and Efland and at New Hope <br /> 2 Preserve on Erwin Road; and, <br /> 3 <br /> 4 WHEREAS, under Edeburn's stewardship, Duke Forest has managed to maintain its research <br /> 5 mission while facilitating the use of significant portions of the acreage for <br /> 6 recreation by Orange County residents; and, <br /> 7 <br /> 8 WHEREAS, in a spirit of collaboration, Edeburn worked with Orange County to designate a <br /> 9 portion of Duke Forest to serve as the required buffer for the construction and <br /> 10 demolition landfill north of Eubanks Road; and, <br /> 11 <br /> 12 WHEREAS, Edeburn's low-key but determined advocacy for Duke Forest has enabled it to <br /> 13 withstand repeated efforts by University leadership to convert these key lands to <br /> 14 development uses that would forever change their character and that of the <br /> 15 communities that abut them; and, <br /> 16 <br /> 17 WHEREAS, Judd Edeburn has led the growth of Duke Forest for over 35 years —growth of <br /> 18 both the ecosystem and of research projects; <br /> 19 <br /> 20 NOW, THEREFORE, be it resolved that the Orange County Board of Commissioners does <br /> 21 hereby recognize Judd Edeburn for his progress in environmental research and <br /> 22 commitment to the preservation of natural resources globally, including Orange <br /> 23 County, and we do hereby wish him well in his retirement and future endeavors. <br /> 24 <br /> 25 This the third day of June 2014. <br /> 26 <br /> 27 A motion was made by Commissioner Price, seconded by Commissioner Gordon for the <br /> 28 Board to approve and to authorize the Chair to sign the attached resolution recognizing Judd <br /> 29 Edeburn for over 35 years of service managing Duke Forest and preserving local natural <br /> 30 resources for the people of Orange County. <br /> 31 <br /> 32 VOTE: UNANIMOUS <br /> 33 <br /> 34 Judd Edeburn expressed his thanks to the Board. <br /> 35 <br /> 36 5. Public Hearings <br /> 37 a. Public Hearing - Draft Orange County Parks and Recreation Master Plan 2030 <br /> 38 The Board provided an opportunity for public comment on the draft Orange County <br /> 39 Parks and Recreation Master Plan 2030. <br /> 40 Dave Stancil said parks are important places to commune with nature, exercise, relax, <br /> 41 recreate, and play sports. He said recreation programs play a critical role in personal <br /> 42 development, encouraging social interaction, fighting health concerns, and teaching art and life <br /> 43 skills.
