2 <br /> 1 a. Matters not on the Printed Agenda <br /> 2 Nettie Lassiter lives in Hillsborough. She thanked the Board of County Commissioners <br /> 3 for all of their hard work. She expressed her concerns about the noise impact to her <br /> 4 neighborhood as a result of the chiller situation at the Whitted Building. She said the noise <br /> 5 from the current machine is like a train that never stops, and it goes 24 hours a day. She said <br /> 6 she understands this is supposed to be temporary, but 6 weeks is still a long time for her <br /> 7 neighborhood to be subjected to that noise. <br /> 8 Jenn Weaver lives in the Town of Hillsborough. She is a Town Board member, but she <br /> 9 is here tonight as a citizen. She said the chiller is incredibly loud, and 6 weeks is a very long <br /> 10 time. She said the neighborhood would appreciate it if something could be done. <br /> 11 Chair Jacobs said he forwarded Jenn Weaver's email to Jeff Thompson and Michael <br /> 12 Talbert. He said it has already been 2 weeks, and there are only 4 weeks left. He said staff will <br /> 13 work with the contractor to see if sound baffles can be put up for the remaining month. <br /> 14 <br /> 15 b. Matters on the Printed Agenda <br /> 16 (These matters will be considered when the Board addresses that item on the agenda <br /> 17 below.) <br /> 18 <br /> 19 3. Petitions by Board Members <br /> 20 Commissioner Gordon noted that when agendas are posted online you have to <br /> 21 download the whole agenda for one item. She has noticed that the planning department <br /> 22 numbers all of their agenda pages to allow individual pages to be looked at, printed or <br /> 23 downloaded. She would petition that the Commissioners do something similar to this, where <br /> 24 pages are numbered, and also individual items can be selected for viewing without downloading <br /> 25 the whole agenda. <br /> 26 Commissioner Pelissier said this is a re-petition to her request on March 6 that a follow <br /> 27 up letter be sent to Chapel Hill and to the Mayor in reference to affordable housing near transit <br /> 28 stops. She said there needs to be a process to ensure follow up. <br /> 29 Chair Jacobs said a letter was sent, and there has been no response. <br /> 30 Commissioner Pelissier said the Board members did not get a copy of this. <br /> 31 Chair Jacobs said the letter would be sent again, and a copy will be sent to the <br /> 32 Commissioners. <br /> 33 Donna Baker said she is happy to send the original letter to Mayor Kleinschmidt and <br /> 34 Manager Stancil, with a copy to the Board. <br /> 35 Chair Jacobs said he was at the NCACC agricultural committee meeting last week. He <br /> 36 said there was considerable discussion about solar installations and what a headache these are <br /> 37 for a number of jurisdictions. He said there was discussion that these should not be called solar <br /> 38 farms, as they have nothing to do with agriculture. He asked staff to do some investigating over <br /> 39 the summer regarding other governments' ordinances and the problems that have been seen. <br /> 40 He noted that nothing has any effect on projects currently before the Board, but subsequent to <br /> 41 those projects this information may provide different ways of viewing the installations. <br /> 42 <br /> 43 4. Proclamations/ Resolutions/ Special Presentations <br /> 44 a. Voluntary and Enhanced Agricultural District Designation — Multiple Farms — <br /> 45 Poole, Redding, T.W. Parker, McKee, Johnson, Soehner, R. Parker, <br /> 46 Williams/Wilson, and Walker <br /> 47 The Board considered applications from multiple landowners/farms to certify qualifying <br /> 48 farmland within the Cedar Grove, Caldwell, Schley/Eno, Cane Creek/Buckhorn, and White <br /> 49 Cross Voluntary Agricultural Districts; and enroll the lands in the Orange County Voluntary <br /> 50 Agricultural District (VAD) and the Enhanced Voluntary Agricultural District (EVAD) programs. <br />
