You were mentioning — I don't recall seeing anything about drilling 12 a well or water on the property, but then you mentioned —well I'm think of in case there is an 13 emergency, or just the fact that you said you had to clean these panels twice a year with water. 14 But, are you going to be drilling a well. 15 16 Michael Fox: Mike, you want to address that? 17 18 Mike Wallace: No ma'am, no well. So the use of water only is to protect the environment, and 19 that will be done with a water truck or a local company to come in and complete that with a 20 squeegee or a rag apparatus that would do that. 21 22 Commissioner Price: Okay, and then just following up on what one of the people in the 23 audience has said; what about—you might as well stay up there—watering the plants and 24 making sure that this buffer doesn't die when it becomes a hundred degrees here. 25 26 Mike Wallace: Yeah, that's a great question. We do have a plan for that. So, our plan is 27 again, to hire a local landscaping company that would be located here in the County, in the 28 area, that would be responsible for not only planting the trees but making sure of the wellbeing 29 of the trees and that they take, as well as any care of the property during the 20 to 25 year life of 30 the facility. 31 32 Commissioner Price: Okay, and one more follow up. Storm water; what is the risk of the 33 runoff, I mean if there is a slope? 34 35 Mike Wallace: So what we would do typically in these installations is we would install a silt 36 fence to protect any areas such as the creek and the property, to ensure that no runoff made it 37 into any area that was of concern. 38 39 Michael Fox: And if I might add to that, as the commission is probably well aware, you know 40 state law prohibits a developer from putting any more runoff on a neighbor's property than 41 already exists. So, those types of actions would be enforceable by numerous water quality 42 agencies and would have to go through the jurisdiction of your planning department as well to 43 be able to enforce that, along with the landscape buffer requirements. Your planning 44 department would have the authority to issue a - you know basically - an N.O.V., a notice of 45 violation for failure to comply with the requirements of your ordinance, which the company would 46 have to address; hence, their plan to contract with a local company to ensure that the buffer is 47 maintained. 48 49 Pete Hallenbeck: Commissioner Rich. 50
