57
1 for resolving those conflicts, and the law is; you give precedence to the first use, and that's
2 exactly what you should do here.
3
4 You have a residential neighborhood that's been here for 50 years. You should honor
5 that. And then you should resolve the conflict between these otherwise valuable uses, and
6 favor the neighborhood.
7
8 Pete Hallenbeck: Alright, thank you very much. Just so everybody knows, here is what's
9 going to happen next. We will allow the Board of Commissioners to ask any questions. We will
10 then ask the planning board if they have any questions. We still have some people who have
11 signed up to speak. We will ask if they still wish to put any comments on the record with the
12 three minute limit. So with that, I'll turn it over to the— or ask if there are any Commissioners
13 that have questions for the applicants. Commissioner Gordon.
14
15 Commissioner Gordon: Just a couple of things, one, I just want to make sure that we
16 understand where the chain link fence is vis a vis the buffer and the panels. I believe the
17 applicant has stated that; first there are the solar panels; then there is the fence; and then there
18 is the landscaping. But, in our handout it says the eight foot high chain link security fence shall
19 surround the perimeter of the array field outside of proposed land use buffer. Would someone
20 clarify that for me?
21
22 Pete Hallenbeck: Mike, you want to come up?
23
24 Mike Wallace: Your statement first was correct. The fence will be located after the solar
25 panels. Then the buffer comes after that. So the purpose of the buffer is for the residents to not
26 see the fence or the solar panels.
27
28 Commissioner Gordon: And the second question is; in this property, what of the total acreage
29 —what number of acres will have trees cut down?
30
31 Mike Wallace: On the site plan, we define the total land disturbance—that includes trees, or
32 when we put in the gravel road as well - we would consider that as 8.7 acres. So if you do the
33 math on the 50 acre site, that's roughly 17 percent.
34
35 Commissioner Gordon: The 8.47 acres is the total disturbance?
36
37 Mike Wallace: Yes. Yes ma'am.
38
39 Commissioner Gordon: Do you have any idea what percentage, what amount—the number
40 of acres though? It was asserted by someone who came to the podium that it was five. Is that
41 correct?
42
43 Mike Wallace: That's what was asserted. I would have to double check that. I do not know
44 that offhand.
45
46 Commissioner Gordon: I would be interested in knowing how many acres of trees are cut
47 down, thank you.
48
49 Michael Fox: If-With the Commissioners' permission we can determine the amount of trees
50 that would be removed and submit that to the planning board. I mean, I'm sorry, the planning
51 department.
